City Council Meeting Minutes for June 7, 2010 Page 4 of 9 Approve Variance for Accessory Building for Jake Gibbs at 12465 Heather Ave. North The applicant is requesting a variance to allow an accessory building to be placed in the front of the house, where the ordinance states that accessory buildings shall not protrude in front of the principal building. The applicant is also requesting a variance from the size requirements for the proposed accessory building to be 2,498 square feet, where 2,000 square feet is allowed by ordinance. At its May 27, 2010 meeting, the Board of Zoning Appeals held a public hearing on the request. Staff recommended to the Board approval of the variance request for the location of the accessory building and the variance request for the size of the accessory building. There was no one that spoke on the applications except the applicant and his builder. The Board unanimously recommended the City Council approval of both variance requests. Adoption of the Consent Agenda approved RESOULATION 2010-19 APPROVING VARIANCES FOR JAKE AND PATTY GIBBS IN THE RURAL RESIDENTIAL ZONING DISTRICT ON PROPERTY LOCATED AT 12465 HEATHER AVENUE NORTH. Approve Resolution Approving Interim Use Permit for Farmers Market in St. Johns Catholic Church Parking Lot The City of Hugo has been working with the St. Paul Farmers Market to formally coordinate the organization of the Farmers Market, which is held annually in the St. Johns the Baptist Catholic Church parking lot. City Planner Rachel Simone and Community Development Assistant Dennis Fields have worked with the St. Paul Farmer's Market to complete an Interim Use Permit which would allow for the formal use of the parking lot for the annual Farmers Market. City staff recommends Council approve the Interim Use Permit for the Farmers Market in the St. Johns the Baptist Catholic Church parking lot. Adoption of the Consent Agenda approved RESOLUTION 2010-20 APPROVING AN INTERIM USE PERMIT TO ALLOW FOR THE OPERATION OF A FARMERS MARKET AS AN INTERIM USE, AT THE PROPERTY LOCATED AT 14383 FOREST BLVD NORTH. Approve Change Order and Supplemental Agreements with Arnt Construction for TH61/147th Street North As the Highway 61/1471h Street project has progressed, it has been necessary to modify the scope of the improvements to reflect conditions in the field. City staff has been working with Amt Construction and MnDOT to quantify and summarize the changes in the project scope, which are outlined in Supplemental Agreement #1 and #2, as well as Change Order #1. The City Council received a copy of each document, which will result in a net reduction in the contract cost totaling approximately $40,000. Adoption of the Consent Agenda approved the Supplemental Agreement #1 and #2, as well as Change Order #1. Approve Pay Request No. 1 from Arnt Construction for Work Completed to Date on the South Egg Lake Neighborhood Street Reconstruction Project The City of Hugo has received Pay Request No. 1 from Arnt Construction who is working on the South Egg Lake Neighborhood Street Reconstruction Project. Senior Engineering Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No.l to Arnt Construction in the amount of $44,312.70 for work completed to date on the South Egg Lake Neighborhood Street Reconstruction Project.
