City Council Meeting Minutes for June 7, 2010 <br />Page 4 of 9 <br />Approve Variance for Accessory Building for Jake Gibbs at 12465 Heather Ave. North <br />The applicant is requesting a variance to allow an accessory building to be placed in the front of <br />the house, where the ordinance states that accessory buildings shall not protrude in front of the <br />principal building. The applicant is also requesting a variance from the size requirements for the <br />proposed accessory building to be 2,498 square feet, where 2,000 square feet is allowed by <br />ordinance. At its May 27, 2010 meeting, the Board of Zoning Appeals held a public hearing on <br />the request. Staff recommended to the Board approval of the variance request for the location of <br />the accessory building and the variance request for the size of the accessory building. There was <br />no one that spoke on the applications except the applicant and his builder. The Board <br />unanimously recommended the City Council approval of both variance requests. Adoption of the <br />Consent Agenda approved RESOULATION 2010-19 APPROVING VARIANCES FOR JAKE <br />AND PATTY GIBBS IN THE RURAL RESIDENTIAL ZONING DISTRICT ON PROPERTY <br />LOCATED AT 12465 HEATHER AVENUE NORTH. <br />Approve Resolution Approving Interim Use Permit for Farmers Market in St. Johns <br />Catholic Church Parking Lot <br />The City of Hugo has been working with the St. Paul Farmers Market to formally coordinate the <br />organization of the Farmers Market, which is held annually in the St. Johns the Baptist Catholic <br />Church parking lot. City Planner Rachel Simone and Community Development Assistant <br />Dennis Fields have worked with the St. Paul Farmer's Market to complete an Interim Use Permit <br />which would allow for the formal use of the parking lot for the annual Farmers Market. City <br />staff recommends Council approve the Interim Use Permit for the Farmers Market in the St. <br />Johns the Baptist Catholic Church parking lot. Adoption of the Consent Agenda approved <br />RESOLUTION 2010-20 APPROVING AN INTERIM USE PERMIT TO ALLOW FOR THE <br />OPERATION OF A FARMERS MARKET AS AN INTERIM USE, AT THE PROPERTY <br />LOCATED AT 14383 FOREST BLVD NORTH. <br />Approve Change Order and Supplemental Agreements with Arnt Construction for <br />TH61/147th Street North <br />As the Highway 61/1471h Street project has progressed, it has been necessary to modify the scope <br />of the improvements to reflect conditions in the field. City staff has been working with Amt <br />Construction and MnDOT to quantify and summarize the changes in the project scope, which are <br />outlined in Supplemental Agreement #1 and #2, as well as Change Order #1. The City Council <br />received a copy of each document, which will result in a net reduction in the contract cost <br />totaling approximately $40,000. Adoption of the Consent Agenda approved the Supplemental <br />Agreement #1 and #2, as well as Change Order #1. <br />Approve Pay Request No. 1 from Arnt Construction for Work Completed to Date on the <br />South Egg Lake Neighborhood Street Reconstruction Project <br />The City of Hugo has received Pay Request No. 1 from Arnt Construction who is working on the <br />South Egg Lake Neighborhood Street Reconstruction Project. Senior Engineering Steve Duff <br />has reviewed the pay request and found it to be satisfactory for work completed to date on the <br />project. Adoption of the Consent Agenda approved Pay Request No.l to Arnt Construction in <br />the amount of $44,312.70 for work completed to date on the South Egg Lake Neighborhood <br />Street Reconstruction Project. <br />
