City Council Meeting Minutes for June 7, 2010 <br />Page 8 of 9 <br />Haas made motion, Weidt seconded, to recess the Council meeting to conduct the hearing on the <br />order concerning a hazardous and substandard building located at 14583 Forest Boulevard North. <br />All Ayes. Motion carried. <br />Haas made motion, Weidt seconded to open the hearing on the order concerning a hazardous and <br />substandard building located at 14583 Forest Boulevard North. <br />All Ayes. Motion carried. <br />Community Development Director Bryan Bear provided background on the building located at <br />14583 Forest Boulevard North. The City of Hugo Building Inspection Department conducted an <br />inspection on June 1, 2006 and on May 20, 2010 and sited several safety concerns including <br />inferior walls leaving the building unstable, exposed electric creating a fire hazard, broken <br />windows and open areas leaving entrances for rodents and the public, and the lack of proper <br />guardrails and structural support for the cantilevered roof over deck creating a safety hazard. <br />Community Development Director Bryan Bear showed several slide pictures that were taken of <br />the property, and also pointed out items that were considered a nuisance and to be in violation of <br />Hugo City Code, Chapter 46, which include the accumulation of rubbish, noxious weed and tall <br />grass, and decay to the building as to endanger the safety of the public. Bryan explained that an <br />assessment agreement had been recommended for approval by Catherine Anderson and the City <br />of Hugo at its April 19, 2010 meeting, which would provide for the City to pay for the <br />demolition of the building with the cost to be accessed to the property owner over a period of ten <br />year, but the assessment agreement had not been signed by Catherine Anderson. <br />Owner of the property Catherine Anderson was present with her son Michael Anderson, and said <br />dealing with the fire at Carpenters, which occurred on January 3, 2010, has been a lot of work. <br />She asked the City to give them time to have the insurance on the restaurant (that was located <br />adjacent to the site until it was destroyed by fire on January 3, 20 10) settled so they could pay for <br />the demolition of the building themselves; she expected to have this information by July. <br />Catherine agreed the building was a hazardous structure and would also like to see it demolished. <br />Community Development Director Bryan Bear pointed out that the environment assessment <br />work had been done but an asbestos contractor still need to inspect the building. It was also <br />noted that if the property was assessed for the work, the assessment could be paid off at any time <br />without additional penalty. <br />Miron made motion, Petryk seconded, to approve the order regarding the hazardous and <br />substandard building located at 14583 Forest Boulevard North, allowing 30 days for the <br />Andersons to address issues before moving forward with the demolition, and directed staff to <br />work with the Andersons in approving the Assessment Agreement. <br />Ayes: Weidt, Petryk, Klein, Haas, Miron <br />Nays: None <br />Haas made motion, Klein seconded, to reconvene the City Council session. <br />All Ayes. Motion carried. <br />
