Minutes for the Hugo City Council Meeting June 21, 2010 <br />Page 4 of 7 <br />preliminary plat to the City Council. Developers Len Pratt and Dave Hempel were present, and <br />Councilmember Chuck Haas asked them about the changing pattern in development from a few <br />years ago. Pratt addressed the Council saying they are not putting in more lots than what will be <br />used, and these are larger conventional lots. Len described it as "the new beginning of normal" <br />and said the homes in the first phase of the development would be built by Ben Minke, a single- <br />family home builder, who built over 100 homes last year, mostly in Blaine. The Council asked <br />Len Pratt to encourage Ben Minke to attend an Economic Development Authority meeting and <br />Business Networking International meeting so he could be welcomed into the community. <br />Haas made motin, Weidt seconded, to approve RESOLUTION 2010-23 APPROVING A <br />PRELIMINARY PLAT AND REZONING FOR PRATT DEVLEOPMENT FOR "PRAIRIE <br />VILLAGE" LOCATED NORTH OF 158TH STREET AND WEST OF ONEKA PARKWAY <br />and. ORDINANCE 2010- 447 AMENDING CHAPTER 90 (ZONING AND LAND USE) OF <br />THE CITY CODE TO CLASSIFY CERTAIN LAND LOCATED NORTH OF 158TH STREET <br />AND WEST OF ONEKA PARKWAY <br />All Ayes. Motion carried. <br />Approve Purchase Agreement with FBF, LLC for City -Owned Property on TH61 Next to <br />Egg Lake <br />Councilmember Haas removed this item from the Consent Agenda. Over the past couple <br />month's staff has been working with Mark Finnemann, Richard Fischer, and Mike Brass on a <br />purchase agreement for the city -owned property in the downtown area. The EDA and City <br />Council have been presented with the concept plans in the past and generally liked their ideas for <br />the property. The purchase agreement is for 2.52 acres for a total of $770,200. Councilmember <br />Haas said he was pleased to see something happening with the property. Community <br />Development Director Bryan Bear explained that the purchase price may be reduced at the <br />discretion of the City Council for building architecture, building plans, site plan, and use of the <br />property. Alternatively, at the City Councils discretion, TIF may be offered to defray the <br />development costs. The purchase agreement allows the buyer to market the property for one year <br />and is contingent upon the City and buyer entering into a development agreement. The purchase <br />agreement requires the City to complete an ALTA survey and provide title evidence. The EDA <br />considered the purchase agreement at its meeting on Monday, June 14, 2010 and recommended <br />approval of the agreement to the City Council. <br />Haas made motion, Klein seconded, to approve the purchase agreement with FBF, LLC for City - <br />owned property on TH61 next to Egg Lake. <br />Ayes: Haas, Weidt, Klein, Miron <br />Nays: None <br />Motion carried. <br />
