Minutes for the Hugo City Council Meeting June 21, 2010 <br />Page 5 of 7 <br />Approve Atkinson Mining Permit <br />Councilmember Haas removed this item from the Consent Agenda. The City received an <br />application from the Atkinson family for renewal of their mining permit. The Atkinsons have <br />maintained a gravel pit in the City of Hugo for more than 40 years, where it mines gravel for use <br />on its various excavating projects. Part of the requirement of the mining permit is for the <br />Atkinsons to biannually make a formal request to the City for approval of its mining permit. <br />Community Development Director Bryan Bear has reviewed the mining operation and found <br />little use the Atkinson Gravel Pit over the past two years. Councilmember Haas had concerns <br />that the permit being renewed was initially issued in 1991 and it did not clearly spell out <br />standards. He stated that the permit required the City to be notified biannually as to what has <br />been removed from the site, and there should be conditions added to the permit specifying <br />activities that were allowed on the site. Mayor Fran Miron said that those mining the property <br />were also owners of the property and had a vested interest in it. The stockpiles on the property <br />were used for the owner's construction projects and there has been no deep mining in the area. <br />Haas made motion, Miron seconded, to approve the Atkinson Mining Permit for a two year <br />period, which would expire on July 1, 2012, and to notify the Atkinsons that they would have to <br />comply with all condition of the permit, including a reclamation plan, at the public hearing to be <br />held at the time of their next renewal. <br />All Ayes. Motion carried. <br />Approve Resolution Accepting Donation from Hugo Lions Club and Discussion on <br />Improvements in Lions Park <br />At is May 17, 2010 meeting, the City Council listened to a presentation from Parks Planner <br />Shayla Syverson, and Parks and Recreation Commission Chair Jim Taylor on a recommendation <br />from the Parks, Recreation and Open Space Commission to build a skate park and make <br />improvements to the existing tennis courts in Lions Park. Direction was given to staff to proceed <br />with planning a skate park and improvements and to involve the Hugo Lions Club. Since that <br />time, the Hugo Lions Club has agreed to make a donation of up to $10,000 to the City of Hugo, <br />which would go towards expanding the development plan. With the Lions Club's input, the <br />Parks Commission is recommending a development plan that includes resurfacing all of the <br />existing tennis court area for tennis, half -court basketball and four square. Parks Planner Shayla <br />Syverson presented this plan to the Council, which includes a skate park located to the <br />immediate west of the existing tennis courts on a new concrete slab with a new extension to the <br />existing fence. The proposed budget for the project would be $75,000 plus up to $10,000 from <br />the Lions Club, and would include site work, skate park equipment, and other equipment such as <br />net, hoops and benches. <br />Brady Peterson, youth spokesperson for the skate park, described the features that he liked in the <br />proposed park and said it was nice of the Lions to contribute $10,000 towards the project. <br />Shayla explained the final Lions Park Improvement Plan and Budget will be brought to the City <br />Council after the Parks Commission neighborhood meeting to be held on July 14, 2010. <br />
