Minutes for the Hugo City Council Meeting August 2, 2010 <br />Page 5 of 9 <br />Approve CUP for 16345 Everton Avenue North for Horse Training and Boarding Facility — <br />Debi Drake <br />The applicant is requesting approval of a Conditional Use Permit (CUP) to allow a horse training <br />and boarding facility to be located on the property at 16345 Everton Avenue. The property is <br />approximately 25 acres in size. The applicant is also proposing to have living quarters in the barn <br />for one employee that will help with the horse training and boarding. The living quarters shall <br />meet all building code regulations. Horse training and boarding facilities with living quarters are <br />allowed in the Future Urban Service (FUS) zoning district with approval of a conditional use <br />permit. At its July 21, 2010, meeting the Planning Commission held a public hearing on the <br />request, and there was no one that spoke at the public hearing besides the applicant. Staff <br />recommended approval of the CUP to the Planning Commission. The Planning Commission <br />thought that the use fit with the character of the area and recommended approval of the CUP to <br />the City Council. Adoption of the Consent Agenda approved RESOLUTION 2010-30 <br />APPROVING A CONDITIONAL USE PERMIT FOR A HORSE TRAINING AND <br />BOARDING FACILITY IN THE FUTURE URBAN SERVICE ZONING DISTRICT ON <br />PROPERTY LOCATED AT 16345 EVERTON AVENUE NORTH. <br />Approve changes to 2010 Gravel Road Resurfacing Project <br />Staff is requesting the Council approve changes to the 2010 Gravel Road Resurfacing Project. <br />Council previously authorized a project with Dressel Trucking to supply Class 5 to several gravel <br />roads throughout the City. As the summer has progressed, the City's needs for gravel <br />resurfacing have changed, and Public Works Director recommend that 157th Street, from Harrow <br />Avenue to Ingersoll Avenue, and a short section on Homestead Avenue be done this year <br />because the condition of the gravel has deteriorated. In addition, Scott requested rescheduling <br />the 140th Street graveling to be done in 2011. Adoption of the Consent Agenda approved the <br />changes to the 2010 Gravel Road Resurfacing Project. <br />Approve Pay Request No. 4 from Arnt Construction for Construction on T.H. 61 and 147th <br />Street Intersection Project <br />The City of Hugo received Pay Request No. 4 from Arnt Construction for work on the <br />TH61/147th Street Intersection Improvement Project. Senior Engineering Steve Duff has <br />reviewed the pay request and found it to be satisfactory for work completed to date on the <br />project. Adoption of the Consent Agenda approved Pay Request No. 4 to Arnt Construction in <br />the amount of $139,797.21 for work completed to date on the TH61/147th Street Intersection <br />Improvement Project. <br />Approve Pay Request No. 4 from Rum River Contracting for Work Completed to Date on <br />The City of Hugo received Pay Request No. 4 from Rum River Contracting for work on the <br />TH61/130th Street Intersection Improvement Project. Senior Engineering Steve Duff has <br />reviewed the pay request and found it to be satisfactory for work completed to date on the <br />project. Adoption of the Consent Agenda approved Pay Request No.4 to Rum River Contracting <br />
