Minutes for the Hugo City Council Meeting August 2, 2010 <br />Page 6 of 9 <br />in the amount of $119,070.57 for work completed to date on the TH61/1301h Street Intersection <br />Improvement Project. <br />Approve Resolution to Continue Participating in the Met Council Livable Communities Act <br />The City of Hugo has previously elected to be a participant in the Metropolitan Livable <br />Communities Act (LCA) Program. Participation on the program provides the City with an <br />opportunity to compete for grants and loans to support activities that help the City meet its <br />affordable and life cycle housing goals, clean up polluted sites, and support demonstration <br />projects linking jobs, housing, and transit. The City received a demonstration grant of $45,000 <br />for the Hugo Downtown Redevelopment Plan in 2004. The Metropolitan Council asked the City <br />to formally adopt LCA goals for the next 10 years through 2020, which are consistent with the <br />City's Comprehensive Plan. The City must do this to remain eligible to apply for the <br />Metropolitan Council's LCA grants. Adoption of the Consent Agenda approved <br />RESOLUTION 2010-31 ELECTING TO CONTINUE PARTICIPATING IN THE LOCAL <br />HOUSING INCENTIVES ACCOUNT PROGRAM UNDER THE METROPOLITAN <br />LIVABLE COMMUNITIES ACT CALENDAR YEARS 2011 THROUGH 2020. <br />Temporary On -Sale Liquor License for the Hugo Lions for the Wilson Tool Picnic on <br />August 14, 2010 <br />Staff added this item to the Consent Agenda. Wilson Tool holds its annual employee picnic in <br />Lions Park. For the past few years, Wilson Tool has accepted an offer from the Hugo Lions Club <br />who will dispense the liquor which is provided by Wilson Tool along with other beverages. City <br />staff has reviewed the application for an On -Sale Liquor License from the Hugo Lions and found <br />it to be satisfactory complete along with the naming of the City of Hugo as an additional insured. <br />Adoption of the Consent Agenda approved the issuance of a temporary liquor license for the <br />Hugo Lions Club for the August 14, 2010 Wilson Tool picnic. <br />Approve Award of Quote from Kangas Tank, Inc. for Power Wash and Repairs to the <br />South Water Tower <br />Staff added this item to the Consent Agenda. Kangas Tank, Inc. has submitted a quote for south <br />Water Tower #2. The quote is for the repair and power washing of the exterior of the 500,000 <br />gallon elevated tower. Adoption of the Consent Agenda approved the acceptance of the quote <br />from Kangas Tank, Inc. for the maintenance on Water Tower #2 in the amount of $3,750.00. <br />Approve Resolutions Declaring Costs to be Assessed for the South Egg Lake Neighborhood <br />Street and Utility Proiect and Calling for a Public Hearing on the Proposed Assessment <br />In order for an assessment roll for the South Egg Lake Neighborhood Project to be certified to <br />Washington County for collection in 2011, it becomes necessary for the City Council to start the <br />assessment process through the adoption of two resolutions. The first resolution declares that the <br />total cost in making the improvements is $737,873.50, which is identical to the bid submitted by <br />Arnt Construction, and the total amount to be assessed is $285,581.08. The second resolution <br />calls for a special assessment hearing to be held. City Engineer Jay Kennedy removed this from <br />
