Minutes for the Hugo City Council Meeting September 7, 2010 <br />Page 6 of 9 <br />Approve Resolution Setting City Tax Lew <br />At its August 11, 2010 mid -year budget review meeting, the City Council directed staff to <br />prepare a preliminary tax levy resolution that keeps the urban tax rate at or below the current <br />level. City Finance Director Ron Otkin provided details of the proposed tax levy of $4,892,591, <br />which represents a 6.22% reduction from last year. Ron explained that, as of this meeting, the <br />County has not released any taxable market value or tax capacity data for next year data due to <br />problems with the computer software. Staff is estimating an overall decrease in tax capacity of <br />$1,104,828 or 7.95%. Based on those estimated, the proposed tax levy rate will remain the same <br />as last year. Ron noted that this amount cannot be increased once certified by Washington <br />County, and the draft resolution provided for authority for the finance director to adjust the <br />General Operating portion of the tax levy. Ron also noted the City will not receive the Market <br />Value Homestead Credit Unallotment of $284,831 in 2010 and likely not receive it in 2011. <br />Finance Director Ron Otkin announced the final budget and tax levy hearing is scheduled for <br />December 6, 20010 at 7:00 p.m. at Hugo City Hall. The public is invited to speak at this hearing <br />prior to adoption of the final budget and levy. <br />Haas made motion, Weidt seconded, to adopt RESOLUTION 2010-43 APPROVING THE <br />CITY'S PRELIMINARY TAX LEVY PAYABLE IN 2011. <br />Ayes: Petryk, Weidt, Klein, Haas, Miron <br />Nays: None <br />Motion carried. <br />TH <br />Staff is pleased to inform the Council and residents that the traffic improvements to the TH61/130 <br />Street intersection have been completed, and the traffic signal has been install and is operating. At <br />its August 16th meeting, the Hugo City Council directed staff to reschedule the Ribbon Cutting <br />Ceremony to celebrate the completion of the project. Staff has been in contact with the Mayor and <br />Wilson Tool, and they have proposed to hold the Ribbon Cutting Ceremony on Tuesday, September <br />21, 2010. <br />Weidt made motion, Petryk seconded, to schedule the Ribbon Cutting Ceremony for the TH61/130 <br />Street intersection for Tuesday, September 21, 2010 at 11 a.m. <br />All Ayes. Motion carried. <br />Approve Rescheduling Grand Opening Ceremony for Skate Park to Friday, October 1, 2010 <br />At its August 16, 2010 meeting, the Council scheduled the Grand Opening Ceremony for the <br />Skate Park for Friday, September 24, 2010. Staff has since been informed that installation of all <br />the equipment would not be completed by that time. The Parks, Recreation and Open Space <br />Commission recommended Council reschedule the Grand Opening Ceremony for the Skate Park <br />to Friday, October 1, 2010 from 5-6:30pm. Food and beverages will be provided as well as skate <br />demonstrations by local skaters will be coordinated. Residents living near the skate park and the <br />Hugo Lions Club will be invited to this community event that will be advertised and open to the <br />public. <br />
