Minutes for the Hugo City Council Meeting on November 1, 2010 <br />Page 2 of 8 <br />Wall Street Journal Article on Washington County Library Kiosk at Hugo City Hall <br />At its February 1, 2010 meeting, the City Council approved a Joint Powers Agreement with <br />Washington County for an Electronic Branch Library at Hugo City Hall, which was made <br />possible with a Library Services and Technology Act Federal Grant. A Ribbon Cutting <br />Ceremony was held on July 29, 2010 to celebrate the opening of the Kiosk, which allows <br />anybody with a library card to access the library's collections and databases. Requested books <br />are delivered and held for pickup in lockers outside the building. Recently, an article was <br />published in the Wall Street Journal acknowledging the Library Express Kiosk at Hugo City <br />Hall, and staff presented Council with a clip that had appeared on KARE 11 News explaining <br />how the Library Express has made the library more convenient. <br />Approval of the Consent Agenda <br />Weidt made motion, Klein seconded, to approve the following Consent Agenda: <br />Approval of Claims <br />Approve Auto Dismantling License for Hugo Auto & Truck Parts <br />Approve Exempt Permit for Lawful Gambling for Jason Haraldson Benefit on January 15, <br />2011 at Hugo American Legion <br />All Ayes. Motion carried. <br />Approval of Claims <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br />Approve Auto Dismantling License for Hugo Auto & Truck Parts <br />The City of Hugo has received an application for the bi-annual Auto Dismantling License from <br />Mike Brandt, dba Hugo Auto and Truck Parts. As a requirement of the license, City staff makes <br />an annual inspection of the auto dismantling company for compliance with city, county, and state <br />code. On October 14, 2010, Hugo City staff completed an inspection of Hugo Auto and Truck <br />Parts and found it to be in compliance with City Code as well as County regulations. Adoption <br />of the Consent Agenda approved the bi-annual Auto Dismantling License for Hugo Auto Parts <br />and owner Mike Brandt, which will expire in 2012. <br />Approve Exempt Permit for Lawful Gambling for Jason Haraldson Benefit on January 15, <br />2011 at Hugo American Legion <br />The City has received an application from Hugo American Legion Auxiliary for a MN <br />Lawful Gambling Exempt Permit for a benefit to be held for Jason Haraldson, who was struck <br />head on by a drunk driver driving the wrong way on 1-3 5E on August 19, 2010. The benefit will <br />be held on January 15, 2011 at the Hugo American Legion and will include a raffle as well as <br />food and music. Adoption of the Consent Agenda approved the Lawful Gambling Exempt <br />Permit for Hugo American Legion Auxiliary to conduct a raffle at the Jason Haraldson Benefit <br />on January 15, 2011 at the Hugo American Legion. <br />
