Hugo City Council Minutes for January 5, 2009 <br />Page 7 of 13 <br />and Assistant Chiefs, Training and Safety Captains, Lieutenants, and then Firefighters. Also part <br />of this chain is the Engineers who report to the Chief Engineer. A copy of the Chain of <br />Command for 2009 is available at the Hugo Fire Hall and Hugo City Hall, and it will be included <br />as part of the Emergency Management Plan. Adoption of the Consent Agenda approved the Fire <br />Department Chain of Command for 2009. <br />Approve Hire of Probationary Firefighters Steven Langness and Roland Guareschi om the HFD <br />Fire Chief Jim Compton is pleased to announce the hiring of two daytime firefighters, Steven <br />Langness and Roland Guareschi to the Hugo Fire Department. These two firefighters will be put <br />on the standard two year probationary period. Adoption of the Consent Agenda approves the <br />hiring of Steve Langness and Roland Guareschi to the Hugo Fire Department as probationary <br />firefighters. <br />Approve Three -Month Leave of Absence for Hugo Firefighter Bryan Lund <br />Hugo Firefighter Bryan Lund requested a three-month leave of absence from the department due <br />to the birth of his third child. Bryan intends to continue with mandatory drills and Emergency <br />Management Training to ensure there is no laps in qualifications during his absence. Adoption <br />of the Consent Agenda approves the three-month leave of absence for Hugo Firefighter Bryan <br />Lund. <br />Approve Appointment of City Engineer <br />Councilmember Haas removed this item from the Consent Agenda to recognize the fine work of <br />WSB & Associates and point out that WSB will not be increasing their fees from 2008 in light of <br />the reduction of local government aid that cities receive from the state in 2009. WSB Engineers <br />has been the City Engineer for the past five years. Jay Kennedy has handled the day-to-day <br />duties, and Pete Willenbring continues as the water resource engineer. WSB has provided an <br />excellent level of service to the City over the past year and staff is very pleased with their work. <br />Haas made motion, Weidt seconded, to approve the appointment of Jay Kennedy and WSB & <br />Associates as the City Engineer for 2009. <br />All ayes. Motion carried. <br />Approve 800 MHz Communication System Agreement with Washington County <br />Councilmember Haas removed this item from the Consent Agenda. For more than two years, the <br />Washington County Sheriffs Department has been working with City officials and fire chiefs to <br />develop an 800 megahertz radio communication system. As Council is aware, locating <br />communication towers has delayed the implementation of the 800 MHz system, but those towers <br />are now constructed. Radio Systems Manager Dean Tilley has prepared the subscriber <br />agreement which has been presented to City officials in draft form over the past two years. City <br />staff has reviewed the agreement and found it to be consistent and satisfactory with the <br />responsibilities and duties which will be shared by Washington County and the respective cities. <br />Councilmember Haas questioned whether there would be further cost associated with the <br />communication system other than the original purchases. City Administrator Mike Ericson <br />responded that he operation costs have been included in the 2009 budget. <br />
