Hugo City Council Minutes for January 5, 2009 <br />Page 8 of 13 <br />Haas made motion, Petryk seconded, to approve the Communications System Subscriber <br />Agreement with Washington County for the implementation of the 800 MHz communication <br />system. <br />All ayes. Motion carried. <br />Traffic Improvements to TH 61 and 147th Street Intersection <br />At its December 15, 2008 meeting, the Hugo City Council listened to a presentation from City <br />Engineer Jay Kennedy that MN DOT officials agreed to fund intersection improvements to the <br />TH61 and 147th Street intersection, which includes a traffic signal. MN DOT officials gave the <br />City of Hugo a deadline of January 2009 in which to determine whether or not it wanted to <br />accept the funds which include a matching contribution from the City of Hugo in exchange for <br />the $1,020,600. City Engineer Jay Kennedy provided Council with a background on the changes <br />proposed since the original Cooperative Agreement funding award of $422,280 back in February <br />of 2008. The changes include pavement rehabilitation and associated drainage improvements to <br />Highway 61. The Council discussed the benefits of expanding the 147th Street project. Staff will <br />hold neighborhood meetings with affected residents and business owners, and will pursue MN <br />DOT approval of a traffic signal at 130th Street. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2009-1 ACCEPTING <br />ADDITIONAL FUNDING FROM MNDOT FOR THE HIGHWAY 61/147TH STREET <br />INTERSECTION PROJECT. <br />Ayes: Haas, Klein, Petryk, Weidt, Miron <br />Nay: None <br />Motion carried. <br />Miron made motion, Petryk seconded, to direct staff to draft a resolution on traffic signal <br />improvements to the 130th Street and TH61 intersection for approval contingent on an approved <br />funding plan. <br />All ayes. Motion carried. <br />Report on the December 10, 2008 Parks and Recreation Commission Meeting <br />At its December 15, 2008 meeting, the Hugo City Council listened to a brief report from <br />Councilmember Becky Petryk who attended the December 10, 2008 Parks and Recreation <br />Commission meeting with City Administrator Mike Ericson to discuss a future parks and <br />recreation program. Councilmember Petryk reported to Council the discussions that were held <br />that evening as well as a recommendation from the Parks and Recreation Commission to form a <br />subcommittee to discuss and get citizen input on a proposed future parks and recreation <br />department which would include staff personnel. The Council discussed the need for a way to <br />manage the several facilities the City now has and the lack communication to the public to <br />encourage participation of students and coaches. Staff requested Council support a process, <br />similar to the one used for the Comprehensive Plan, to survey the community to determine <br />programming needs. <br />
