Hugo City Council Minutes for January 5, 2009 <br />Page 9 of 13 <br />Miron made motion, Petryk seconded, to authorize the Parks and Recreational Commission to <br />move forward with a needs assessment at a nominal dollar amount. <br />All ayes. Motion carried. <br />Approve Revisions to the City's Sign Ordinance <br />Over the past several months, the City's ordinance review committee has reviewed and made <br />revisions to the City's sign ordinance which was in need of a major overhaul. As Council is <br />aware, the goal of the committee was to complete the sign ordinance by the end of the year, but <br />input from the business owners and Hugo Business Association was necessary in order to make <br />modification and revisions to the sign ordinance to allow for the grandfathering of a number of <br />current signs. At their December 11, 2008 meeting, the Planning Commission unanimously <br />recommended approval of the sign ordinance as proposed by staff to the City Council. Associate <br />Planner Rachel Simone presented Council with a PowerPoint outlining the revisions to the City's <br />sign ordinance. Council discussed signs located in the agriculture district on silos and buildings <br />or advertising agriculture products, and how they were not addressed in the sign ordinance. <br />Miron made motion, Petryk seconded, to table approval of the sign ordinance to allow revisions <br />to clarify sign requirements in the Agriculture Zoning District. <br />Ayes. Haas, Klein, Petryk, Miron <br />Nay: Weidt <br />Motion carried. <br />Discussion on Sign Complaints <br />On July 7, 2008 the City Council directed staff to delay action on sign complaints until the new <br />sign ordinance was adopted. There have been complaints since then that staff would like to <br />address. Staff and Council discussed the enforcement of the sign ordinance for the complaints <br />pending approval of the sign ordinance. <br />Miron made motion, Klein seconded, to table enforcement of the sign ordinance until Council <br />approves the ordinance after it is revised by staff. <br />All ayes. Motion carried. <br />Discussion on Proposed Washington County Library Kiosk <br />Washington County Library Director Pat Conley has requested the City of Hugo consider the <br />installation of a library kiosk at Hugo City Hall along with a prorated share of grant dollars for <br />the kiosk. Library Director Pat Conley attended the meeting and presented the idea of the pilot <br />program, one of two in the County, to the City Council to determine if there is an interest in <br />locating a library kiosk at Hugo City Hall. Pat explained the kiosk would be linked to the library <br />database, and lockers would be located in the lobby at City Hall for readers to retrieve books <br />they had requested. Washington County would be responsible for providing the kiosk and City <br />would only need to provide space, telecommunication port, and staff may have to answer minor <br />questions. <br />
