Hugo City Council Meeting May 4, 2009 <br />Page 6 of 9 <br />the direction of City Attorney David K. Snyder and presented it for review and consideration by <br />the Hugo City Council. Adoption of the Consent Agenda approved the lease agreement with the <br />Hugo Good Neighbors Food Shelf for the reuse of the former youth garage located at 5524 <br />Upper 146th Street North. <br />Approve Recommendation from Parks and Recreation Commission for New Parks <br />Memorial Policy <br />Recently, the City of Hugo Parks Commission received an informal request by a resident who is <br />interested in donating a park bench memorial to the City in memory of a deceased relative. At <br />this time, there is no formal process in place to handle this type of request. The Parks <br />Commission and City staff have developed a "Parks Memorial Policy" for Council <br />consideration. Adoption of the Consent Agenda approved the "Parks Memorial Policy". <br />Approve Pay Request No. 1 from Arcon Construction for Work Completed to Date on the <br />2009 Street Reconstruction Proiect <br />The City of Hugo has received Pay Request No. 1 from Arcon Construction for work completed <br />to date on the 2009 Street Reconstruction Project. Senior Engineering Technician Steve Duff <br />has reviewed the pay request and found it to be satisfactory for work completed on the project. <br />Adoption of the Consent Agenda approved Pay Request No. 1 in an amount of $120,082.84 for <br />work completed to date on the 2009 Street Reconstruction Project. <br />Approve 3.2 Beer and Wine On -Sale License for Sertinos Cafe <br />The City of Hugo has received an application from Sertinos Cafe and owner Mickey Michlitsch <br />for approval of a 3.2 Beer and Wine On -Sale License in order to better market with other <br />restaurants in the City of Hugo which sell liquor. City staff has reviewed the application and <br />found it to be satisfactory complete along with the necessary liquor liability insurance required <br />by the State of Minnesota. Adoption of the Consent Agenda approved the 3.2 Beer and Wine <br />On -Sale licenses for Sertinos Cafe and owner Mickey Mischlitsch. <br />Update on TH61 and 1301h Street Intersection Improvements <br />City Engineer Jay Kennedy has been meeting with MnDot officials to discuss the installation of <br />a traffic signal at the intersection of TH61 and 130th Street. City Engineer Jay Kennedy provided <br />Council with an update on the progress. MnDot will approve the installation of the signal <br />contingent on exclusive right turn lanes on 130th Street in both directions. Traffic signal <br />improvements could be constructed without adding additional permanent right-of-way. This <br />would add $75,000 - $100,000 to the project cost for the intersection but would still be less than <br />the fully funded project that included improvements to the railroad crossing, which would not be <br />necessary. City Engineer Jay Kennedy explained the next steps would be to respond to MnDot <br />on the City's intent and to revise the construction plans to include the traffic control signal.. The <br />Council appreciated WSB's persistence on this matter and thanked City Engineer Jay Kennedy <br />for his work.. <br />
