Hugo City Council Meeting May 4, 2009 <br />Page 7 of 9 <br />Weidt made motion, Klein seconded, to direct staff to contact MnDot and advise them the City <br />wants to move forward with the project, and to revise the plans to install a traffic signal. <br />All Ayes. Motion carried. <br />John Arcand <br />John Arcand, 5510 130th Street North, requested to be added to this agenda. John stated that he <br />was not happy with the fire department and the way he was recently treated by them and City <br />staff regarding a request to burn on the golf course property. <br />Discussion on Good Times Flea Market <br />City Administrator Mike Ericson added this item to the agenda. Jared Culp and Jonathan P. <br />Glassel appeared before the EDA on April 20, 2009 with a plan for the Good Times Flea Market <br />to be held on weekends at the old Interstate Lumber site on the southwest corner of TH61 and <br />145th Street North owned by Pete Sampair. The members of the EDA said that if it was done <br />properly, it could be well received by the community; however, the flea market use is not <br />allowed by the zoning ordinance on that property. They directed Mr. Culp and Mr. Glassel to <br />work with staff on issues including traffic and health and safety concerns prior to requesting <br />approval of the flea market. Since then, an advertisement flyer was mailed by Jonathan Glassel <br />indicating they would be opening the flea market on May 8, 2009. The Council was not pleased <br />since no issues have been resolved as directed by the EDA and City Staff. Jonathan Glassel said <br />he would address the issues in a separate letter, which Council indicated would not be necessary. <br />Councilmember Klein was in support of eliminating the flea market altogether. Councilmember <br />Petryk was concerned people would be showing up for it, and the suggestion was made to <br />contact the Sheriff's Department if necessary. Councilmember Haas commented that they had <br />made a bad first impression, and he and Councilmember Weidt agreed that staff should not spend <br />unnecessary time trying to make the event happen. <br />Haas made motion, Weidt seconded, to contact the property owner Pete Sampair and share with <br />him the literature that had been sent out and the sentiments of the Council that the flea market <br />not open as scheduled. <br />All Ayes. Motion carried. <br />Discussion on Water Usage and Rate Study <br />Resident Joe Johnson, 5430 134th Street North, requested to be added to the agenda to discus <br />public water conservation and Hugo's rate structure. Council directed staff to place this item on <br />the May 18, 2009 agenda. <br />Update on Rice Creek Watershed District Meeting on April 16, 2009 <br />The Rice Creek Watershed District (RCWD) held a public hearing on April 16 2009 at 7 p.m. in <br />the Hugo City Hall Council Chambers to discuss a proposed plan amendment to the Bald Eagle <br />Lake Water Management District.
