Hugo City Council Minutes for July 6, 2009 <br />Page 10 of 11 <br />Discussion on Met Council Comments on City's 2030 Comprehensive Plan <br />The City has received comments from the Met Council regarding the City's draft 2030 <br />Comprehensive Plan. The staff has reviewed the comments and the Planning Commission has <br />recommended changes to the plan so that it can be resubmitted to the Met Council for approval. <br />Community Development Director Bryan Bear presented this issue to the Council. Comments <br />received from the Met Council dealt with surface water, waste water, and land use. Bryan <br />explained City was currently working on the storm water plan to address surface water <br />comments and staff will be revising the sewer plan to address the waste water comments. The <br />Met Council had two comments relating to land use; a separate land use category for three 40 - <br />acre parcels that are enrolled in the Agricultural Preserve Program, and a comment relating to <br />areas guided as Agricultural and Large Lot Residential in mainly the eastern part of Hugo, which <br />the Met Council has identified as "Diversified Rural". Diversified Rural would be one unit per <br />10 acres and would involve adoption of a Flexible Residential Development ordinances which <br />would prohibit the permanent protection of any open space. The Planning Commission <br />recommended to change the density to a maximum of one unit per ten acres in the Agricultural <br />and Large Lot Residential area and remove the PUD density of one unit per five acres as <br />requested by the Met Council. <br />Miron made motion, Weidt seconded, to do nothing and continue to have discussion with the <br />Met Council. <br />All Ayes. Motion carried. <br />Discussion on Green Acres Legislation <br />Councilmember Chuck Haas added this item to the agenda to make the Council aware of <br />changes in the Green Acres Classification. Mayor Fran Miron said the Green Acre law was in <br />flux and it was suggested staff include information in the newsletter to make citizens aware of <br />changes. <br />Rice Creek Watershed District TMDL Meeting At White Bear Lake City Hall <br />Councilmember Becky Petryk added this item to the agenda to make Council aware she will be <br />attending the Rice Creek Watershed District's Bald Eagle Lake Total Maximum Daily Load <br />(TMDL) Technical Advisory Committee meeting at 1 p.m. on Thursday July 9 at the White Bear <br />Lake City Hall. City Administrator Mike Ericson stated that a member of City staff will be <br />attending as well. <br />Recognition of Councilmember Becky Petryk's Appointment to Metropolitan Council <br />Transportation Advisory Board (TAB) <br />At its May 4, 2009 meeting, the Council was informed of the vacancy on the Metropolitan <br />Council Transportation Advisory Board (TAB) due to the recent appointment of TAB member <br />Lakeville City Councilmember Wendy Wulff to the Metropolitan Council. Council discussed <br />the need to have representation on the TAB for the northeast suburbs. Councilmember Petryk <br />
