Adoption of the Consent Agenda <br />approved no modifications to the TIF plan and certify the TIF district before July 24, 2009. <br />Approve Change in EDA Regular Meeting Date to the Second Monday of the Month <br />At its June 15, 2009 meeting, the Economic Development Authority (EDA) discussed the meeting <br />date of its regularly scheduled meetings, which are held on the third Monday of the month at 8:30 <br />a.m. After discussion in regard to the timing of the meeting and whether or not the meeting could be <br />moved from the third to the second or fourth Monday, the EDA agreed to recommend to the Hugo <br />City Council to move the meeting to the second Monday of the month which would allow City staff <br />the opportunity to prepare items for the second regularly scheduled Council meeting of the month. <br />This would also provide additional time for research and development on EDA recommendation on <br />issues and projects. Adoption of the Consent Agenda approved the change in the EDA regular <br />meeting date to the second Monday of the month beginning with the publishing of the meeting <br />change in The Citizen newspaper beginning August 10, 2009. <br />Approve Resolution for Tornado Reimbursement Grant from State of Minnesota DEED <br />As the City Council is aware, Minnesota Session Laws Chapter 93 contains a $350,000 grant <br />appropriation to the City of Hugo for the cost of debris removal and other disaster costs resulting <br />from damage caused by the May 25, 2008 tornado. This is a one time appropriation and is being <br />administrated by the Department of Employment and Economic Development (DEED). Every grant <br />agreement with the State of Minnesota requires the City Council to adopt a resolution that contains <br />standard language pertaining to grant eligibility. The resolution also identifies which officials may <br />execute the grant agreement. It is important to note this is not the grant application itself, which will <br />be brought to Council at a later date. Adoption of the Consent Agenda approved RESOLUTION <br />2009-23 RELATING TO THE HUGO TORNADO RELIEF GRANT. <br />Approve Meeting Date of Monday, July 13 at 7:00 p.m. for Ethan Avenue South Neighborhood <br />Meeting <br />Councilmember Becky Petryk removed this item from the Consent Agenda. At its June 15, 2009 <br />meeting, the Hugo City Council listened to a resident living on Ethan Avenue in regard to the <br />previously proposed Ethan Avenue south street reconstruction project. The request from the resident <br />is for the City to once again hold a neighborhood meeting in order to share information as well as the <br />City's new assessment policy in order to gauge interest of residents interested in a street <br />reconstruction project. The Council underscored its public position wanting to gain consensus from <br />the residents in the neighborhood and not force a project upon them. City staff has scheduled <br />Monday, July 13, 2009 at 7:00 p.m. at Hugo City Hall in the Oneka Room in order to hold the <br />neighborhood meeting. <br />Petryk made motion, Weidt seconded, to direct staff to schedule Monday, July 13, 2009 at 7:00 p.m. <br />as a Council meeting to allow Council attendance at the Ethan Avenue south neighborhood meeting. <br />All Ayes. Motion carried. <br />
