Hugo City Council Minutes for July 6, 2009 <br />Page 8 of 11 <br />areas outside Hugo who benefited from the power line, and if TIF could be used to support the <br />project. <br />Miron made motion, Haas seconded, to direct staff to continue working with Xcel Energy on <br />response to their questions, and to begin working on an ordinance to require undergrounding power <br />lines in future developments. <br />All Ayes. Motion carried. <br />Discussion on June 17, 2009 Northeast YMCA Community Partners Meeting <br />City Councilmember Becky Petryk and City Administrator Mike Ericson attended the <br />Wednesday, June 17, 2009 meeting which was held with the Community Partners on the <br />proposed remodeling of the Northeast YMCA at the White Bear Lake City Hall. <br />Councilmember Petryk provided Council with an update of this meeting, and stated she had <br />reiterated the City's position to support the remodeling of the Northeast YMCA in every way but <br />financially. The YMCA hopes to break ground on the project in October 2009. Shane Hoefer <br />from the YMCA will attend the next regular Council meeting to provide Council with an update <br />on the project. No formal action was taken. <br />Update on 130th/TH61 Intersection Improvements <br />City Engineer Jay Kennedy has been working with MnDOT and Minnesota Commercial Railroad <br />authorities to finalize the scope of the railroad improvements to be completed as part of the <br />130TH/Highway 61 intersection improvements. City Engineer Jay Kennedy provided the City <br />Council with an update regarding this issue. MN DOT has agreed to provide surplus rail equipment <br />to MN Commercial at no cost, and MN Commercial will install the equipment at a cost to the City <br />between $25,000-$35,00. MN Commercial Railroad also agreed to stop and adequately warn <br />motorists of the approach of the trains at the crossing until the time the equipment was installed. <br />The next steps are to work with Burlington Northern on easements, get plans approved, and hope to <br />be prepared to authorize to bid in 4-6 weeks. <br />Miron made motion, Haas seconded, to direct staff to prepare a letter to John Gohmann, MN <br />Commercial Railway, to thank him for all he has done for the community. <br />All Ayes. Motion carried. <br />Update on CSAH 8 East - Washington County Transportation Engineer Cory Slagle <br />Washington County Transportation Officials have been working on the preliminary design for the CSAH <br />8 east improvement project for the past several months. Cory Slagle, Washington County Transportation <br />Engineer and construction manager on the project provided the Council an update on the progress to date, <br />as well as the next steps in the process. Three open houses have been held as well as several neighborhood <br />meetings to review several alternatives for the road project. The alternative selected after evaluating the <br />existing curbs and impacts to properties was to follow the current alignment of CSAH 8. The project will <br />consist of reclaiming the existing pavement and placing new pavement on top of that. There will be no <br />
