Hugo City Council Minutes for October 5, 2009 <br />Page 4 of 6 <br />Hugo Fire Department for a fire training drill. Fire Chief Jim Compton and the officers from the <br />department have reviewed the structure and determined that it is a usable structure for the fire <br />training exercise which the department would like to hold at the end of October. Adoption of the <br />Consent Agenda approved the controlled burn of the Hansen house located at 14420 Irish <br />Avenue North on Saturday, October 24, 2009. <br />Approve Gambling Permit for the White Bear Lake Hockey Association at American <br />Legion on October 23, 2009 <br />The City has received an application from the White Bear Lake Hockey Association to conduct <br />lawful off-site gambling in the form of a raffle at the Hugo American Legion on Friday, October <br />23, 2009. City staff has reviewed this application and found it to be satisfactorily complete. <br />Adoption of the Consent Agenda approved the application to conduct lawful off-site gambling at <br />the Hugo American Legion on Friday, October 23, 2009 <br />Approve Pay Request No. 6 from Arcon Construction for 2009 Street Improvement Project <br />The City of Hugo has received Pay Request No. 6 from Arcon Construction for work completed <br />to date on the 2009 street improvement project, which included City streets in and around the <br />Hugo Elementary School neighborhood. Senior Engineering Technician Steve Duff has <br />reviewed the pay request and found it to be satisfactory for work completed on the project. <br />Adoption of the Consent Agenda approved Pay Request No. 6 in the amount of $125,330.45 for <br />work completed to date on the 2009 street improvement project. <br />Approve Revised City Floodplain Ordinance <br />Over the last several years the City Council has been discussing the Floodplain ordinance <br />revisions. The Council directed staff to submit the latest revised ordinance to the MN DNR for <br />their comments. Since then staff has been working with the DNR to work through the <br />discrepancies. On May 8, 2009 staff sent the revisions to the DNR for their review and approval. <br />Staff received a letter on August 25, 2009 that the revisions were approved by the DNR and that <br />they are consistent with the FEMA regulations for floodplain management. At its September 24, <br />2009, meeting the Planning Commission held a public hearing on the floodplain district <br />ordinance amendments. At the meeting, staff made a presentation outlining the amendments to <br />the City Code. There was no one that spoke at the public hearing on the amendments. The <br />Planning Commission unanimously made a recommendation to the City Council to adopt the <br />ordinance for the code amendments to be consistent with the DNR's floodplain regulations. <br />Adoption of the Consent Agenda approved ORDINANCE 2009-434 AMENDING CHAPTER <br />90, ARTICLE L IN GENERAL, SECTIONS 90-1 AND 90-3, ARTICLE II. <br />ADMINISTRATION AND ENFORCEMENT, SECTIONS 90-37, 90-38,90-40,90-41, 90-45, <br />90-46, ARTICLE III. ZONING MAP, SECTION 90-67, ARTICLE IV. ZONING DISTRICT <br />REGULATIONS, SECTION 90-138, ARTICLE V. ENVIRONMENTAL PROTECTION, <br />SECTION 90-171, ARTICLE VI. PERFORMANCE STANDARDS, SECTIONS 90-211, 90- <br />227, 90-242, 90-243, AND ARTICLE VII. LAND DIVISION AND PLATTING, SECTION 90- <br />336. <br />
