Hugo City Council Minutes for November 2, 2009 <br />Page 3 of 6 <br />reached whereby the necessary funds to pay for the new interchange has been secured and that <br />Anoka County would be approving the final construction plans and letting of bids next month. <br />The Hugo City Council discussed its commitment to the project more than four years ago where <br />it pledged $100,000 in City funds to go towards the construction of the interchange. Council had <br />directed staff to prepare a JPA whereby the City of Hugo donate its $100,000 in City funds in the <br />form of a JPA to the City of Lino Lakes. City staff has prepared the JPA, along with the <br />assistance from the City Attorney Dave Snyder. Adoption of the Consent Agenda approved the <br />JPA and the disbursement of $100,000 in City funds upon the fully executed JPA as well as <br />documentation to demonstrate funds have been utilized to construct the interchange. <br />Approve Letter of Support to Reappoint John Waller to the Rice Creek Watershed District <br />Board of Managers <br />The City of Hugo has been informed by Washington County that the term of Manager John <br />Waller who serves on the Rice Creek Watershed District (RCWD) will expire in January 2010. <br />John has represented the City of Hugo on the RCWD for the past three years and desires <br />reappointment. Adoption of the Consent Agenda approved a letter of support to reappoint John <br />Waller for another three-year term on the RCWD Board of Managers. <br />Approve Internship Extension for Economic Development/Parks Intern <br />Shayla Syverson was hired by the City of Hugo on May 11, 2009 as the City's new Economic <br />Development/Parks Intern. The City of Hugo was successful in receiving a grant from the <br />Minnesota City County Management Association (MCMA) to fund the internship which would <br />focus in two specific areas including the City's Business Retention and Expansion program as <br />well as the City staff person in the development of the City Parks and Recreation Department. <br />Shayla's six-month internship is set to expire and she still has several months left to complete <br />both of the major projects she is working on. Administrative Intern Shelly Clausen's internship <br />will end on November 25, 2009 and her internship funding will then provide for an extension to <br />Shayla's internship to allow her to complete her projects. Adoption of the Consent Agenda <br />approved a six-month internship extension for Economic Development/Parks Intern Shayla <br />Syverson. <br />Approve Renewal of Conditional Use Permit for 5885 165"' Street North (Kie2er <br />Enterprises) <br />Keiger Enterprises has a conditional use permit (CUP) to operate an environmental clean-up <br />business, garden center, and landscaping supply business for property located at 5885 -165tH <br />Street North. On April 15, 2000, the city council approved the CUP for the environmental clean- <br />up business which includes vehicle repair facilities, cold storage, exterior storage of vehicles and <br />equipment, and company offices. One of the conditions of approval is that the CUP shall be <br />reviewed and renewed after an initial two year period, with a four year review and renewal <br />period thereafter. The CUP is due for review and renewal. Upon inspecting the property on <br />September 29, 2009 staff observed that the Keiger property is being well maintained and meeting <br />the conditions outlined in their CUP. Adoption of the Consent Agenda approved <br />RESOLUTION 2009-36 APPROVING THE RENEWAL OF THE CONDITIONAL USE <br />PERMIT FOR KIEGER ENTERPRISES INC LOCATED AT 5885 165TH STREET NORTH <br />
