As Council is aware, Roger Clarke has served as the Chair of the Parks and Recreation <br />Commission for the past three years and has a strong desire to continue service on the <br />Commission but not as the Chair. Since the Mayor and Council appoint the Chair of the Parks <br />and Recreation in January, Roger wishes to continue service as a regular Commissioner. <br />Adoption of the Consent Agenda approved reappointment of Roger Clarke to a three-year term <br />on the Parks and Recreation Commission to expire on December 31, 2012. <br />Approve Summary Ordinance on Interim Use and Special Event Permits and Transient <br />Merchants and Peddlers for Publication <br />At its December 7, 2009 meeting, the Council approved an Interim Use and Special Events <br />Permit and Transient Merchants and Peddlers Ordinances. This was approved with <br />recommendation from the Planning Commission at its November 12, 2009 meeting where a <br />public hearing was held on the ordinance. City staff was directed to prepare a summary <br />ordinance which has been reviewed by City Attorney Dave Snyder and recommended for <br />publication in the newspaper. Adoption of the Consent Agenda approved the summary ordinance <br />for Interim Use Permits, Special Events Permit, and Transient Merchants and Peddlers <br />ordinances. <br />Approve Request for Proposals (RFP) for Municipal Buildings Cleaning Contract <br />For the past several years, City staff has reviewed issues related to the cleaning of the City's <br />municipal buildings in regard to consistency with state statute and worker's compensation and <br />insurance liability issues. After continued discussion with City staff and the City attorney, staff <br />has determined that it will seek requests for proposals for the cleaning of the City's public works <br />building and fire hall in order to best determine how to cost-effectively clean and maintain the <br />City's municipal buildings. City staff has prepared a request for proposal which outlines specific <br />cleaning duties and responsibilities under which the successful cleaning company would provide <br />its own company liability insurance as well as employee insurance coverage. Adoption of the <br />Consent Agenda approved the RFP and to further seek quotes for the cleaning of the City's <br />municipal buildings as outlined. <br />Approve Appointment of Jim Fordham as Regular Firefighter on the Hugo Fire <br />Department <br />Jim Fordham was hired as a probationary firefighter on December 17, 2007. Jim has now <br />completed the Firefighter I and Firefighter II Training and subsequently completed all necessary <br />training requirements of the Hugo Fire Department. Adoption of the Consent Agenda approved <br />the appointment of Jim Fordham as a regular firefighter on the Hugo Fire Department. <br />Award Quote for Minor Ditch Maintenance for Judicial Ditch 2 <br />At its November 2, 2009 meeting, the City Council listened to a presentation from Water <br />Resource Engineer Pete Willenbring and Public Works Director Scott Anderson in regard to <br />routine minor maintenance of Judicial Ditch 2. Hugo City Council directed City staff to obtain <br />quotes for completion of minor maintenance of Judicial Ditch 2. Three companies submitted <br />
