Hugo City Council Minutes for December 21, 2009 <br />Page 5 of 7 <br />Update on 2008 Comprehensive Plan and Ordinance Revisions <br />On December 9, 2009, the Metropolitan Council approved the City of Hugo's 2030 <br />Comprehensive Plan. Associate Planner Rachel Simone discussed with the Council the steps that <br />are remaining to make the plan official, and described the necessary revisions to the City's <br />zoning ordinance and subdivision regulations. The City has until September 2010 to adopt the <br />plan; after which, the City will have nine months to update the City's Zoning Ordinance. <br />Updates are necessary to ensure the Comprehensive Plan and Zoning Ordinance coincide, and <br />the ordinance is consistent with the growth management plan. Council discussed the desire to <br />keep Hugo a rural community, and keep the process very open to the public, encouraging their <br />involvement. <br />Miron made motion, Weidt seconded, to direct staff to develop a time line to bring back to the <br />Council for review and approval, and to forward the zoning updates to the Ordinance Review <br />Committee for review and a recommendation. <br />All Ayes. Motion carried. <br />Review Feasibility Study for the South Egg Lake Street Reconstruction Project and <br />Schedule Public Hearing Date for January 19, 2010 <br />On October 12, 2009 a neighborhood meeting was held with the residents on the south end of <br />Egg Lake to discuss a 2010 street reconstruction project. At its October 19, 2009 Council <br />meeting, the Council directed staff to prepare a feasibility study for the project. City Engineer <br />Jay Kennedy prepared the feasibility study and presented the findings to the City Council on the <br />project, which include road improvements, storm sewer drainage improvements, and spot repairs <br />to the sewer and water system. Staff requested that the Council adopt a resolution scheduling the <br />public hearing for Tuesday, January 19, 2010. Council discussed road width options and <br />determined that the residents' input should be sought on that issue during the public hearing. <br />Weidt made motion, Klein seconded, to adopt RESOLUTION NO. 2009-50 RECEIVING <br />FEASIBILITY REPORT AND CALLING FOR THE PUBLIC HEARING ON THE <br />PROPOSED IMPROVEMENT OF THE SOUTH EGG LAKE ROADWAY, DRAINAGE, <br />AND UTILITY IMPROVEMENTS. <br />All Ayes. Motion carried. <br />Vacancy on Governor's Fire and Rescue Services Task Force on Shared Services <br />On December 4, 2009, Governor Pawlenty signed an executive order providing the creation of <br />the Governor's Task Force on a shared services approach to fire and rescue services. The Fire <br />and Rescue Shared Services Task Force will examine issues and benefits associated with <br />different models for shared fire and rescue service delivery. The task force will meet throughout <br />2010, beginning in early January, and is required to submit findings by Dec. 31, 2010. <br />Preference will be given to elected officials and administrators, but fire chiefs are not prohibited <br />from applying. <br />
