City Council Meeting of January 22, 2008 <br />Page 5 of 7 <br />DISCUSSION ON BRIDGE BOND FUNDING APPLICATION FOR 1291H- STREET <br />BRIDGE <br />As Council is aware, improvements were made to the street surface and guardrails on 129th <br />Street as part of the 129th Street public improvement project, which provided sanitary sewer and <br />water to the area residents. City Engineer Jay Kennedy explained how bridge bond funds from <br />the Minnesota Department of Transportation could be used to replace the bridge over Clearwater <br />Creek at 129th Street. The bonding would cover construction costs with the City funding from <br />the storm water fund capital improvement program. <br />Miron made motion, Puleo seconded, to authorize the City Engineer to prepare plans and <br />specifications for the 129th Street bridge replacement project. <br />All aye. Motion carried. <br />DISCUSSION ON NORTH EAST METRO YMCA AND JANUARY 241H- MEETING <br />Over the past several months, City Administrator Mike Ericson has attended meetings with <br />representatives from the White Bear Lake YMCA, which is located in White Bear Lake. The <br />meetings have taken place with attendance by other city, township, and school district officials to <br />discuss the future of the White Bear Lake YMCA. The City of Hugo has been invited to attend a <br />public meeting on Thursday, January 24, 2008 at 7:00 p.m. at the White Bear Lake North <br />Campus High School. The meeting is open to the public along with city, township, and school <br />district officials in order to present a new proposed vision for the future of the White Bear Lake <br />YMCA as a potential northeast metro YMCA facility. City Administrator Mike Ericson shared <br />with Council an invitation that has been extended to the Hugo City Council and Parks and <br />Recreation Commission inviting them to be in attendance in order to provide public comment on <br />the proposed future of the White Bear Lake YMCA. <br />Miron made motion, Puleo seconded, to accept Council Member Petryk's offer to attend the <br />Northeast Metro YMCA meeting on January 24, 2008 on behalf o the City Council City <br />Administrator Mike Ericson will be in attendance as well. <br />All aye. Motion carried. <br />DISCUSSION ON JANUARY 23 OPEN HOUSE AT WASHINGTON COUNTY FOR <br />REVISIONS TO THE FLOOD INSURANCE RATE MAPS <br />The City of Hugo has been informed by the Federal Emergency Management Association <br />(FEMA) that they have partnered with the MN Department of Natural Resources (DNR) to <br />schedule a public open house for communities located in Washington County for the purpose of <br />discussing the preliminary revised Flood Insurance Rate Maps (FIRMs) which identify all flood <br />risks in Washington County. The open house has been scheduled for Wednesday, January 23, <br />2008 at 5:00 p.m. at the Washington County Government Center in Stillwater. The open house <br />is of interest to those living in or near areas of special flood hazards and to provide comment on <br />the proposed revisions to the FIRM. Community Development Director Bryan Bear, City <br />Engineer Jay Kennedy and City staff has reviewed the information that is of significant interest <br />to the City of Hugo and the current FIRM used by City staff.
