City Council Meeting of February 4, 2008
County funds for traffic control improvements. Transportation Planner Mike Rogers and County
Commissioner Dennis Hegberg discussed with Council the current ranking of the intersection
with Washington County and the proposed next steps for the proposed traffic control
improvements for the intersection of TH61 and CSAH 4. Mike Rogers explained that a
feasibility analysis on the project would be done in Spring, 2008. No formal action was taken.
UPDATE ON 2008 HOUSEHOLD HAZARDOUS WASTE COLLECTION AND FALL
CLEANUP
Public Works Director Chris Petree has been working with Washington County Public Health &
Environment staff over the past several months to discuss the 2008 Household Hazardous Waste
and Fall Cleanup Day. Due to the success of the City's first annual fall cleanup in September
2007, Chris has worked with County Public Health & Environment staff in order to partner and
coordinate a second annual fall cleanup. The County has provided some optional dates in
September/October 2008 to hold the joint event. City Administrator Mike Ericson provided
background on the first annual cleanup day held by the City and asked Council for direction on
scheduling the event and coordinating it with the potential construction of the Rice Lake Park
project.
Miron made motion, Haas seconded, to direct staff to work with Washington County on a fall
cleanup day to be held at the Public Works Building.
All aye. Motion carried.
REQUEST FROM CITY OF FRIDLEY FOR LEGISLATIVE PROPOSAL FOR
REVISED LGA FORMULA
The City of Fridley Mayor Scott Lund has submitted a letter to the City of Hugo in order to enlist
the support of the City of Hugo on the proposed legislation that would revise the local
government aid formula which provides funding to cities in the State of Minnesota. The City of
Fridley has been hit recently with deep cuts due to the current formula which they feel does not
fairly provide funding to metro area cities. Staff would note that the proposed formula offered by
the City of Fridley does not and will not provide additional LGA funding to the City of Hugo.
City staff requested direction from Council as to its interest in supporting the request from the
City of Fridley on its legislative proposal to revise the local government aid formula and change
it and its statute. It was noted that the League of Minnesota Cities and Metro Cities were
working on a change to the formula which is in a different direction from the City of Fridley's.
Haas made motion, Petryk seconded, to direct staff to work with LMC and Metro Cities to create
a formula that is more acceptable.
Granger made motion, Haas seconded, to amend the motion to direct staff to notify the City of
Fridley to inform them the City of Hugo does not support their particular formula and the City
will work with the LMC and Metro Cities on a revised formula.
Vote on amendment: All aye. Motion carried.
Vote on amended motion: All aye. Motion carried.
