City Council Meeting of March 17, 2008 <br />Page 5 of 8 <br />APPROVE ADVERTISEMENT OF BID FOR 2008 SEAL COATING & CRACK <br />FILLING PROJECTS <br />Each year, the City of Hugo seal coats and crack fills a portion of its bituminous roads. Staff <br />seeks authorization from the City Council to advertise for the 2008 seal coating & crack filling <br />projects. Bids would then be awarded in May 2008 and work would take place during the month <br />of June. Adoption of the Consent Agenda approved the authorization for advertisement of bid <br />for 2008 seal coating & crack filling projects. <br />APPROVE RESOLUTION APPROVING THE REVISED STREET ASSESSMENT <br />POLICY <br />At it March 3, 2008 meeting, the Hugo City Council listened to a presentation from City <br />Engineer Jay Kennedy to share with Council the directive provided to him after the Council held <br />a public hearing on February 25, 2008 in order to take public comment on the proposed <br />provisions to the City's Street Assessment Policy. Council provided additional direction to the <br />City Engineer for additional revisions which would make the policy more user friendly for the <br />residents. City Engineer Jay Kennedy explained to the Council the clarifications based on the <br />March 3, 2008 discussion. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2008-9 ADOPTING A <br />SPECIAL ASSESSMENT POLICY. <br />Aye: Petryk, Haas, Puleo <br />Nay: None <br />Motion carried. <br />MN DEPARTMENT OF TRANSPORTATION COOPERATIVE AGREEMENT <br />FUNDING REPORT <br />City Engineer Jay Kennedy added this item to the agenda. He informed the Council the City of <br />Hugo had received notification from the MN Department of Transportation (MN DOT) funding <br />for traffic improvements at the intersection of TH61 and 130th Street and the intersection TH61 <br />and 140th Street. The City would receive approximately $422,000 for each project which would <br />include turn lanes at the intersection of 130th Street and a traffic signal at 147th Street. The <br />Council directed staff to include it for discussion on the next City Council agenda. <br />DISCUSSION ON REQUEST FOR NO PARKING SIGNS ALONG 1471H- STREET <br />City staff has received a petition from homeowners living on 147th street immediately west of the <br />Subway restaurant. The request specifically asked for additional "no parking" signs to be <br />installed along 147th street. As Council is aware, 147th street is a twenty foot wide street on <br />which parking a vehicle is an issue for both the homeowners as well as vehicular traffic. Public <br />Works Director Chris Petree provided Council with additional information regarding the request <br />for the signs and explained the owner of the Subway restaurant had indicated he was not <br />opposed to the signs. <br />
