City Council Meeting of March 17, 2008 Page 5 of 8 APPROVE ADVERTISEMENT OF BID FOR 2008 SEAL COATING & CRACK FILLING PROJECTS Each year, the City of Hugo seal coats and crack fills a portion of its bituminous roads. Staff seeks authorization from the City Council to advertise for the 2008 seal coating & crack filling projects. Bids would then be awarded in May 2008 and work would take place during the month of June. Adoption of the Consent Agenda approved the authorization for advertisement of bid for 2008 seal coating & crack filling projects. APPROVE RESOLUTION APPROVING THE REVISED STREET ASSESSMENT POLICY At it March 3, 2008 meeting, the Hugo City Council listened to a presentation from City Engineer Jay Kennedy to share with Council the directive provided to him after the Council held a public hearing on February 25, 2008 in order to take public comment on the proposed provisions to the City's Street Assessment Policy. Council provided additional direction to the City Engineer for additional revisions which would make the policy more user friendly for the residents. City Engineer Jay Kennedy explained to the Council the clarifications based on the March 3, 2008 discussion. Haas made motion, Petryk seconded, to approve RESOLUTION 2008-9 ADOPTING A SPECIAL ASSESSMENT POLICY. Aye: Petryk, Haas, Puleo Nay: None Motion carried. MN DEPARTMENT OF TRANSPORTATION COOPERATIVE AGREEMENT FUNDING REPORT City Engineer Jay Kennedy added this item to the agenda. He informed the Council the City of Hugo had received notification from the MN Department of Transportation (MN DOT) funding for traffic improvements at the intersection of TH61 and 130th Street and the intersection TH61 and 140th Street. The City would receive approximately $422,000 for each project which would include turn lanes at the intersection of 130th Street and a traffic signal at 147th Street. The Council directed staff to include it for discussion on the next City Council agenda. DISCUSSION ON REQUEST FOR NO PARKING SIGNS ALONG 1471H- STREET City staff has received a petition from homeowners living on 147th street immediately west of the Subway restaurant. The request specifically asked for additional "no parking" signs to be installed along 147th street. As Council is aware, 147th street is a twenty foot wide street on which parking a vehicle is an issue for both the homeowners as well as vehicular traffic. Public Works Director Chris Petree provided Council with additional information regarding the request for the signs and explained the owner of the Subway restaurant had indicated he was not opposed to the signs.
