City Council Meeting of April 21, 2008 <br />Page 4 of 7 <br />Approve Lawful Gambling Permit for Centennial Youth Hockey Association at the Blue <br />Heron Grill <br />The City received a charitable gambling license application from the Centennial Youth Hockey <br />Association to be the charitable gambling provider for the Blue Heron Grill at 14725 Victor Hugo <br />Boulevard North, which is scheduled to open in May, 2008. Gambling activities will include pull - <br />tabs as well as bar bingo. City staff reviewed the license application and found it to be satisfactory <br />complete. Adoption of the Consent Agenda approved the Lawful Gambling Permit for the <br />Centennial Youth Hockey Association for charitable gambling at Blue Heron Grill, 14725 Victor <br />Hugo Boulevard North. <br />Approve Renewal of 2:00 a.m. Closing Time for Sails Angus Grill at 12010 Keystone Avenue <br />North <br />Sal's Angus Grill, 12010 Keystone Avenue North, has applied to the City for renewal of its 2:00 am <br />closing time. City staff has reviewed the application and found it to be satisfactorily complete. <br />Adoption of the Consent Agenda approved the application for a 2:00 a.m. closing time for Sal's <br />Angus Grill. <br />Update on April 14th Neighborhood Meeting for Street Improvement Project <br />On Monday, April 14, 2008, City staff held a neighborhood meeting with residents in the Hugo <br />Elementary School neighborhood to discuss their street improvement project. Mayor Fran Miron <br />and Council Member Frank Puleo were in attendance along with City Engineer Jay Kennedy, Public <br />Works Director Chris Petree, and Senior Engineer Technician Scott Anderson. City Engineer Jay <br />Kennedy provided Council with an overview of the neighborhood meeting where the neighbors had <br />shown support for the road project. Jay explained he would be presenting the feasibility study to the <br />Council at their May 19, 2008 meeting, and a public hearing would be held on June 17, 2008. <br />Discussion on Joint Powers Agreement for Maintenance of Goodview Avenue South Into City <br />of Grant <br />Over the past several months, City staff along with Mayor Miron and Council Member Haas have <br />worked with White Bear Township, the City of Grant, and Washington County to develop a joint <br />powers agreement (JPA) for the maintenance and ultimate paving of Goodview Avenue North. City <br />Engineer Jay Kennedy provided background to the Council on the meetings held between the City of <br />Hugo, Grant, White Bear Township, and Washington County. He explained the JPA was drafted by <br />the City of Hugo and staff was seeking Council approval before presenting it to the other parties. Jay <br />discussed with the Council the JPA and the obligations of the participating communities. The JPA <br />would provide for the maintenance of Goodview Avenue with assistance from White Bear Township <br />until the time the road is paved. The City of Grant would provide maintenance on 120th Street and <br />July Avenue. Goodview Avenue would be paved and Washington County would pay up to $10,000 <br />with the remainder being shared by Hugo, Grant, and White Bear Township equally. Puleo stated he <br />was not comfortable with approving the JPA at this time. <br />
