City Council Meeting of April 21, 2008 <br />Page 5 of 7 <br />Haas made motion, Miron seconded, to direct staff to present the Joint Powers Agreement, with <br />minor changes, to the other parties for their review, and bring it back to the Council for final <br />approval. <br />Aye: Haas, Miron <br />Nay: Puleo <br />Motion carried. <br />Schedule Interview for Vacancy on Planning Commission <br />At its March 3, 2008 meeting, the Hugo City Council accepted the resignation of long-time Planning <br />Commissioner Kelly Bailly who has moved out of the state. Council directed staff to advertise for <br />the vacancy on the Planning Commission. Staff is pleased to report there is one applicant for the <br />vacancy on the Commission. City staff requested Council select a date on which to interview the <br />applicants for the vacancy on the Planning Commission which would complete the term of Planning <br />Commissioner Kelly Bailly to expire on December 31, 2009. City Administrator Mike Ericson <br />informed the Council applications were being accepted until Friday, April 25, 2008. <br />Haas made motion, Puleo seconded, to table the item until the next meeting when all Council <br />members are present. <br />All aye. Motion carried. <br />Approve Rescheduling of the Hugo Fire Department Training Exercise to April 26, 2008 <br />At its March 17, 2008 meeting, the Hugo City Council was informed by the Hugo Fire Department <br />that it had scheduled its training exercise for the Rice Lake Park Building on Saturday, April 12, <br />2008. Due to scheduling conflicts, the fire training exercise has been rescheduled for Saturday, <br />April 26, 2008 at the Rice Lake Park Building. <br />Haas made motion, Puleo seconded, to approve the rescheduling of the Hugo Fire Department <br />Training Exercise to Saturday, April 26, 2008. <br />All aye. Motion carried. <br />Discussion on Everton Avenue Petition for Public Improvements <br />The City has received a petition for public improvements from Len Pratt who is requesting <br />improvements to Everton Avenue, north of County Road 8. Mr. Pratt has requested the City to build <br />the road and assess the costs for the road back to the property owners. This request comes at a time <br />when Mr. Pratt is proposing the development of an office building and church on property he owns <br />on the west side of Everton Avenue. The petition was signed by one of the two property owners <br />abutting Everton Avenue. City Engineer Jay Kennedy presented this issue to the Council and <br />explained the proposal was consistent with the transportation plan. The Council discussed future <br />development and road connections in the area, and how the future Rosemary Way would effect the <br />Wagner property on the east side of Everton. Len Pratt asked that the feasibility study be done at a <br />reasonable cost. Scott Wagner, who did not sign the petition, talked about being able to participate <br />
