City Council Meeting of July 7, 2008 <br />Page 6 of 10 <br />Commission made a recommendation to the Council to approve an amendment to the Home <br />Occupations ordinance. The Council discussed the restriction on trailers attached to vehicles, screening <br />of the trailers, and wording on parcel size. <br />Puleo made motion, Granger seconded, to approve ORDINANCE 2008-421 AMENDING CHAPTER <br />320 (COMPREHENSIVE LAND USE REGULATION) SECTION 1195-330.1 HOME <br />OCCUPATIONS, SUBD. 2, (.i) AND SUBD. 13, (B) with a change to the wording from "greater than <br />ten acres" to "ten acres or more" and a change to allow a trailer with a vehicle attached, not to exceed 46 <br />feet in length combined, to be parked in Agricultural and Rural Districts on parcels at least ten acres in <br />size. No changes were made to the screening requirement. <br />Aye: Granger, Petryk, Puleo <br />Nay: Haas, Miron <br />Motion carried. <br />Award of Bid for 2008 Bituminous Road Repairs Proiect <br />At its May 5, 2008 meeting the City Council authorized staff to solicit bids for 2008 bituminous road <br />repairs. The roads to be repaired include: Hyde Av. N., Heather Av. N., Upper Heather Av. N., <br />Goodview Av. N. and Falcon Av. N. The proposed repairs include: repairing soft spots, <br />milling/reclaiming the pavement and paving a new 2" layer of asphalt. The estimated project cost is <br />approximately $134,000. Public Works Director Chris Petree explained that bids were received on <br />Thursday, June 26, 2008. The City received 8 bids for the project with prices ranging from $125,570 to <br />$171,809 with three bids below $128,000. The low bidder was Northwest Asphalt, Inc. at a price of <br />$125,570, almost $9,000 below staff's estimate. Northwest Asphalt, Inc. is a qualified contractor and <br />staff is confident in their ability to complete the project and at their bid price. <br />Granger made motion, Haas seconded, to award the 2008 Bituminous Road Repair Project to Northwest <br />Asphalt, Inc. at a low bid price of $125,570. <br />Upon roll call voting aye: Puleo, Haas, Petryk, Granger, Miron <br />Voting nay: None <br />Motion carried. <br />Discussion on Approval of Resolution for Washington County Certifying Change in Property <br />Values <br />At its June 11, 2008 workshop and June 16, 2008 City Council meeting, the Hugo City Council <br />discussed with City Assessor Frank Langer and Washington County Director of Assessment Services <br />Kevin Corbid the issues related to the reduction in the values of properties destroyed or damaged by the <br />May 25, 2008 tornado. As Council is aware, this detailed work needs to be reviewed and certified by <br />the County as well as an application sent to the State of Minnesota Executive Committee for approval. <br />Kevin Corbid prepared a resolution to officially certify the change in property values as discussed with <br />Council previously. Commissioner Dennis Hegberg stated this was a step in the process, and he would <br />like to move forward quickly as possible to get the residents a portion of their first half of this year's <br />property taxes returned to them and reduce their next year's tax. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2008-35 REQUESTING <br />DAMAGED PROPERTY BE REASSESSED. <br />
