City Council Meeting of July 7, 2008 <br />Page 7 of 10 <br />Upon roll call voting aye: Haas, Petryk, Granger, Puleo, Miron <br />Voting nay: None <br />Motion carried. <br />Discussion on Citizen Request for Review of Real Estate and Contractor Signs <br />A resident has made a complaint about real estate, contractor, and advertising signs in the City of Hugo. <br />In the packet are specific real estate, contractor, and advertising signs that he has made the complaint <br />about. Staff looked for direction from the Council on how to address the complaint since this issue is <br />widespread across the City, affecting numerous signs and will take significant staff time to complete. <br />This issue was tabled by the Council at its June 16, 2008 meeting due to lack of time. Community <br />Development Director Bryan Bear explained the signs in question fell into three different categories; <br />off-site signs, signs placed in the right-of-ways, and temporary signs related to businesses. Assistant <br />City Attorney Cameron Kelly recommended the issue be brought to the sign ordinance committee and <br />stated that signs in the right-of-ways should be removed if they posed a public safety hazard. <br />Miron made motion, Granger seconded, to removed signs deemed a public safety issue and address the <br />remainder of the issues as part revisions to the sign ordinance. <br />All aye. Motion carried. <br />Mayor Miron directed staff to contact the resident who complained be advised when the committee <br />meets and Council Member Haas suggested businesses be made aware of the issue through the Hugo <br />Business Association. <br />Report on June 25 Meeting on Washington County's TAC 7-8-9 Project <br />On Wednesday, June 25, 2008, the Washington County Engineering Department held the final public <br />open house for improvements on the TAC 7-8-9 Project. Jacob Gave, PE from Washington County, <br />explained the process to date including the last open house. He presented to Council the final plan <br />recommended by Washington County Engineering staff and supported by City staff and the TAC 7-8-9 <br />study process. The plan recommended was Alternative 2C which favored partial realignment and 30 <br />mph curves. Don Theisen, Washington County Public Works Director, explained that the project does <br />not happen without approval by the City, and the County was requesting the City's support and approval <br />of the recommendation from the TAC 7-8-9 study group for the improvements to Washington County <br />CSAH 8, east of TH61. <br />Miron made motion, Haas seconded, to accept the recommendation from the TAC 7-8-9 study group for <br />the improvements to Washington County CSAH 8, east of TH61. <br />Puleo reaffirmed the softening of the curves would be determined through the process. <br />All aye. Motion carried. <br />Clyde Wagner, 8650 136th Street North, asked the Council their thoughts on the bike path and if a public <br />open house could be held to get more information. Haas offered to meet with anyone impacted and <br />Puleo also suggested there be another member of the Council to meet with him if possible, and a <br />
