City Council Meeting of July 7, 2008 <br />Page 8 of 10 <br />member from the County added that there would be several meetings and open houses on this. <br />Discussion on Appointment of Representative to GEARS Board <br />At its May 5, 2008 meeting, City staff presented to the Hugo City Council the development of the <br />GEARS Board by AMM/Metro Cities for the purpose of the distribution of the 1/4 cent sales tax collected <br />from five counties including Washington County effective July 1, 2008. City staff was directed to keep <br />Council current of issues related to the development of the GEARS Board, which requires a <br />representative from Washington County and the municipalities to participate on the GEARS Board. <br />Council member Chuck Haas provided Council with his suggestions as a immediate past board member <br />on Metro Cities who has worked directly with the State Legislature on the creation of the GEARS <br />Board. He explained the City needed to appoint a Council member to help elect who from Washington <br />County would be on the GEARS Board. This vote would take place on Monday, July 21, 2008. <br />Petryk made motion, Puleo seconded, to appoint Mayor Fran Miron as the elected official from Hugo to <br />vote on the appointment of a Washington County Elected Official to the GEARS Board on July 21, 2008 <br />at the State Capitol. <br />All aye. Motion carried. <br />The Council took a short recess. <br />Discussion on FEMA Updates to the Flood Plain Map — Water Resource Engineer Pete <br />Willenbring <br />Water Resource Engineer Pete Willenbring was in attendance to share with Council suggestions for <br />informing and educating residents in the FEMA updates to the floodplain map. Pete was at the June 16th <br />meeting where he explained that FEMA was updating the Flood Insurance Rate Maps (FIRM) which are <br />generally used by insurance and mortgage companies to determine the need for flood insurance on <br />properties. The review of the proposed changes to be made by FEMA showed an additional 1,488 acres <br />of flood plain to added and 861 to be eliminated, most of which were areas that were removed by <br />previous actions. The old map showed 344 parcels that touched the floodplain, and the new map <br />showed 740 parcels. Even though the structures may not be located in the floodplain, additional flood <br />insurance may be required if any portion of the property was located in the floodplain. WSB had <br />submitted comments to FEMA for corrections, and FEMA was reviewing it as a protest. <br />Granger made motion, Haas seconded, to notify the affected property owners and inform them on what <br />steps have been taken to date, and directed staff to schedule an information meeting to be held prior to <br />the July 21, 2008 deadline. <br />All ayes. Motion carried. <br />Discussion on Updating the City Population Signs <br />Council member Mike Granger requested that the City Council revisit a discussion on the MNDot City <br />population signs located at entrances to the City to accurately reflect the actual population in the City <br />rather than the current 6,363 posted in 2000. As per MNDot standards, City population signs are <br />changed every 10 years, after the census, by the State of Minnesota at their cost. The City can request an <br />
