Resolution 2006-19 <br />Page 4 <br />n. The applicant must submit trail construction details for the trails for review and approval <br />by the City. <br />o. The applicant should dedicate a 20 -foot trail easement between the Kwik Trip site and the <br />future restaurant pad for a future trail connection from the private drive to the trail <br />planned along CSAH 8. The applicant should be required to construct the trail when the <br />fast food restaurant site is developed. The applicant shall work with City staff to identify <br />the final trail location prior to final plat approval. <br />p. The applicant shall dedicate the required trail easement along the east side of Elmcrest <br />Avenue when the adjacent property is platted. <br />Streets, Access and Parking <br />q. The applicant shall construct the entire private drive (Street A) during this phase. <br />r. The proposed median on Street A should be extended to the west to the easterly edge of <br />the east driveway opening for the Kwik Trip site. <br />s. Driving lanes widths on Street should be increased to provide at least a 12 -foot -wide <br />bituminous drive lane. The street design should allow for turning movements of trucks. <br />t. A minimum of 60 feet of spacing is required between driveway accesses on Street A. <br />u. No parking is permitted on Street A. <br />v. Cross access and maintenance agreements shall be recorded with the final plat for the <br />shared private drives. <br />w. The future restaurant entry shall be required to align with one of the Kwik trip driveway <br />accesses. <br />x. Two painted stalls shall be provided adjacent to the vacuum area of the car wash. A 20 - <br />foot drive lane must be maintained at all times for emergency vehicle access. <br />Landscaping and Open Space <br />y. The City grants the applicant a waiver from the Victor Gardens Concept Plan approvals <br />(Resolution 2000-47) requiring 25 percent shade in the parking lot within 15 years. The <br />retail development in this phase is approved in accordance with the landscape plan, <br />subject to the following: <br />1) The applicant must revise the landscaping plans to provide the calculation. for <br />what percentage of the parking lot will be shaded within 15 years. <br />2) All future phases shall be subject to the conditions as approved in Resolution <br />2000-47 regarding parking lot shading. <br />
