Resolution 2000-47 <br />Page 5 <br />29. Shade tree plantings shall be provided in parking lots to an extent equaling a <br />minimum of twenty-five (25) percent shade of the parking area, within fifteen (15) <br />years. <br />30. The periphery of all parking lots shall be landscaped and screened to minimize off- <br />site views of large parking areas. <br />31. The applicant shall provide the appropriate transitions and buffers from adjacent <br />properties. The transitions and buffers shall take into account the existing zoning of <br />the adjacent parcels. <br />32. Exterior lighting shall be consistent throughout the development. All lighting shall be <br />shielded to prevent glare and light trespass, as required by Section 6.37 of the <br />ordinance. <br />Streets, Sidewalks and Utilities <br />33. The right-of-way for all roads shall be a minimum of 50 feet. However, at the time of <br />preliminary plat review, the City may require additional right-of-way in the <br />commercial areas or for the minor collector street (Elmcrest Avenue), in order to <br />accommodate the necessary traffic improvements, utilities, and pedestrian walkways. <br />34. The applicant shall submit a detailed traffic study with the preliminary plat <br />demonstrating that the proposed improvements will accommodate the estimated <br />traffic volumes. <br />35. The local and private streets shall meet the following standards: <br />Proposed Streets <br />Street Width* <br />North/south minor collector (Elmcrest Avenue) located <br />30 feet wide with parking <br />north of Clearwater Creek and north of Co. Rd. 8. <br />on one side <br />Primary east/west street, and north/south minor collector <br />28 feet wide with parking <br />(Ehncrest Avenue) south of Clearwater Creek (see concept <br />on one side <br />plan) <br />Secondary local streets <br />26 feet with parking on <br />one side <br />One-way streets <br />21 feet wide with no <br />parking or 24 feet wide <br />with parking on one side <br />Carriage Way (alley) <br />12 feet wide with no <br />arkin <br />*Street widths are measured face-to-face. <br />36. The private streets serving the townhome units shall be 22 feet wide with no parking, <br />or 26 feet wide with parking on one side. <br />
