City Council meeting of March 5, 2007 <br />Page 4 <br />public improvements for the Northern Pines development, contingent on final inspection approvals by <br />engineering and public works staff. <br />APPROVE AUTHORIZATION TO DRAFT AN AMENDMENT TO THE RESIDENTIAL <br />SERVICE ORDINANCE AND TO HOLD A PUBLIC HEARING <br />At its September 14, 2006 meeting, Council approved a site plan for Kidz Place Child Care Center <br />located at 5448 140'x' Street North. The building includes a daycare and two spaces for office rentals. The <br />owners of Kidz Place have been approached by the owners of Tasty Asia in Wyoming, MN to possibly <br />acquire both of the spaces for their restaurant. Tasty Asia is a take-out and dine -in restaurant with a <br />bakery. The property is zoned Residential Service and restaurants are prohibited by the ordinance. The <br />owners of Kidz Place feel this use will be compatible with the daycare, the surrounding residential <br />services, and the residential areas. Adoption of the Consent Agenda authorized staff to draft an <br />amendment to the residential service ordinance and hold a public hearing. <br />APPROVE AUTHORIZATION TO ADVERTISE FOR PUBLIC WORKS SEASONAL <br />SUMMER EMPLOYEES <br />Council member Petryk requested this issue be removed from the Consent Agenda for discussion. Each <br />year, the Public Works Department hires seasonal employees to perform additional maintenance <br />responsibilities during the summer months. These responsibilities include: building, grounds, <br />boulevard, park and street maintenance. Included in the City's 2007 budget City of Hugo was staffing <br />for five summer seasonal employees. City staff recommended Council authorize staff to advertise for <br />these positions. <br />Petryk made motion, Puleo seconded, to table this matter until the Council meeting of March 19, 2007 to <br />allow Council additional time for consideration. <br />All aye. Motion Carried. <br />DISCUSSION ON PUBLIC WORKS TREE TRIMMING ACTIVITIES <br />Public Works Director Chris Petree was approached by a Council member requesting an explanation of <br />the tree trimming activities on Elmcrest Avenue last week. He met with the Council member and <br />provided an explanation of the public works department policy on tree trimming & brushing activities. <br />Chris provided Council with a PowerPoint slide presentation highlighting the conditions under which <br />tree trimming & brushing activities take place, as well as the necessary safety procedures followed by <br />public works employees. Council agreed that the City does not have a formal policy that would address <br />all trimming and brushing situations because of the rural/urban character of City streets. City Attorney <br />Dave Snyder recommended that the City formalize a policy that would address tree trimming activities <br />in the City to limit the City's liability <br />Miron made motion, Granger seconded, directing staff to work with Council member Becky Petryk to <br />formalize a tree trimming policy for the City of Hugo and for City Council consideration. <br />All aye.
