At its May 9, <br />2007 meeting, the Parks and Recreation Commission discussed the new Washington County Land and <br />Water Legacy Program and received an update from PW Director Chris Petree regarding the project that <br />had been proposed in meetings with the MnDNR and other agency officials, who are working on the <br />management plan for the Paul Hugo Farms WMA. Chris reported that City staff had met with project <br />manager Jane Harper to discuss a proposal whereby the City would submit the Rice Lake management <br />plan and JD2/Hardwood Creek corridor as a project to qualify for funding from the $20,000,000 bond <br />referendum approved last fall. Jane was supportive of the proposed City project and noted that an <br />application needed to be filed by the July 21, 2007 deadline. CD Director Bryan Bear provided Council <br />with a PowerPoint presentation outlining the referendum, location of wildlife corridors in Hugo that <br />could potentially be reserved, and steps that need to be taken to apply for funding. <br />Haas made motion, Petryk seconded, authorizing the following: 1) submittal of an application for <br />funding the Rice Lake management plan and Hardwood Creek wildlife corridor; 2) hold a public <br />information meeting outlining options available to land owners (fee title, conservation easement, etc.); <br />and 3) directing staff to provide Council with language designating the corridor to be a natural resource. <br />All aye. Motion Carried. <br />Mayor Miron rejoined the Council at the dais. <br />UPDATE ON NEW CITY PARK IN OAKSHORE PARK NEIGHBORHOOD <br />As an Oakshore Park property owner, Council member Petryk excused herself from discussion of this <br />issue and stepped down fro the dais. At its May 9, 2007 meeting, PW Director Chris Petree provided the <br />Parks and Recreation Commission an update on the plans for the new City park in the Oakshore Park <br />neighborhood. Commission members supported the concept plan approved by Council several months <br />ago, but there were a few residents who did not support the layout of the parking lots. PW Director <br />Chris Petree provided Council with two options revising the parking plan and outlined the schedule for <br />the improvements, which will be made on the City beginning summer 2007. <br />Haas made motion, Puleo seconded, to approve Option 2 for improvements in the Oakshore Park new <br />City park. Option 2 will provide 18 parking stalls, with 9 stalls located on the north end of the park and <br />9 stalls located at the south end. <br />All aye. Motion Carried. <br />Council member Petryk rejoined the Council at the dais. <br />APPROVE 60TH ANNIVERSARY CELEBRATION AND PARADE FOR HUGO AMERICAN <br />LEGION ON AUGUST 18-19.2007 <br />The City received notification from Hugo American Legion officials that it will celebrate its 6& <br />anniversary on August 18-19 with activities and parade from Lions Park to the Legion. Legion officials <br />have requested approval of the activities and event scheduled for Lions Park, as well as approval of the <br />parade route, which will follow Finale Avenue to l0h Street, then south on TH61. Legion officials <br />have contacted MnDOT to secure permission, along with an escort from the WCSO. Mary LaValle, <br />manager of the Legion, was present to answer Council questions. <br />
