Motion Carried. <br />DISCUSSION ON DRAFT ORDINANCE TO REGULATE LONG GRASS AND WEEDS <br />Included in the Hugo Planning Commission's 2006 goals was a review of the City's public nuisance ordinance <br />and, specifically, issues related to weeds and long grass. Over the past several months, a subcommittee made up <br />of members of the Planning Commission and two members of Council, along <br />with City staff, have been meeting to review and draft a new long grass/weed ordinance, which would give City <br />staff the necessary enforcement tools for the cutting and removal of weeds on property, where generally <br />homeowners have failed to mow them on a regular basis. CD Director Bryan Bear shared with Council the <br />proposed draft ordinance, which would allow City staff the authority under which the code would specifically <br />regulate long grass and weeds. <br />Haas made motion, Petryk seconded, to prepare the draft ordinance for a public hearing at a future City Council <br />meeting, after the Planning Commission has had an opportunity to review and comment. <br />All aye. Motion Carried. <br />DISCUSSION ON $50,000 GRANT FROM THE RCWD FOR OAKSHORE PARK PUBLIC <br />IMPROVEMENT PROJECT <br />As a property owner in the project neighborhood, Council member Becky Petryk removed herself from <br />discussion on this matter. On June 4, 2007, City Engineer Jay Kennedy reported to Council that staff had made <br />application to the Rice Creek Watershed District and has been awarded a $50,000 grant for the Oakshore Park <br />public improvement project. Jay reported that the money would be applied to costs associated with the project in <br />terms of eliminating private septic systems and reducing storm water runoff. Mayor Fran Miron was pleased to <br />report that information he received in the City's application reflected an extremely thorough application, which <br />allowed the Water Advisory Subcommittee to make an initial recommendation for approval to the RCWD Board <br />of Managers, which met on June 13, 2007 and agreed to approve the grant to the City. Jay reported to Council <br />that the RCWD would need to hold a public hearing prior to disbursement of funds to the City. No formal <br />Council action was taken on this matter. <br />DISCUSSION ON HANSEN GRAVEL PIT <br />City Attorney Dave Snyder stated that the City is in litigation with the owners/operators of the Hansen gravel pit <br />and that the operator has started the reclamation process. CD Director Bryan Bear stated that restoration looks <br />quite good at this time but still requires additional work.. Mayor Fran Miron suggested that a neighborhood <br />meeting be held to get resident input on the final reclamation plant, with him and Council member Puleo <br />attending. <br />Miron made motion, Petryk seconded, directing staff to schedule a neighborhood meeting to inform residents of <br />litigation and restoration of the Hansen gravel pit.
