City Council meeting of August 6, 2007 <br />Page 5 <br />26, 2007. Community Development Director Bryan Bear presented the options and requested direction <br />from Council related to this issue. After Council discussion, Option 1 (minor deviations) was <br />determined to be more desirable. <br />Puleo made motion, Granger seconded, that the City keep the Board of Zoning Appeals in place and <br />direct staff to draft minor deviations from variances and schedule a Planning Commission public hearing <br />for consideration. Staff should collect all applications, which are to be received by the Friday, August <br />10, 2007 deadline. <br />All aye. Motion Carried. <br />DISCUSSION ON APPOINTMENT OF NEW PARKS & RECREATION COMMISSIONER <br />On July 23, 2007, Council conducted interviews of five applicants for the vacancy on the Parks and <br />Recreation Commission created when Commissioner Tony Groff moved out of the City. Council was <br />very pleased with the quality of the applicants, all who have agreed to volunteer their time and talents to <br />serve on the Parks Commission. Council agreed to present an idea to the Commission at its August 8, <br />2007 meeting, whereby additional volunteer opportunities could be created with appointment of one or <br />more of the candidates as an alternate commissioner or expanded number of commissioners. Mayor <br />Fran Miron and Council member Mike Granger agreed to a meeting with Chair Roger Clarke and Chris <br />Petree to present this idea for consideration by the Commission. Council member Granger shared with <br />Council the desire to expand the commission from seven to nine members, and involve more than one of <br />the candidates for volunteer service to the Parks and Recreation Commission in the event the Parks <br />Commission experiences absenteeism at its meeting. The Parks Commission will discuss this matter at <br />its August 8, 2007 meeting and make a recommendation to Council. No formal City Council action was <br />taken. <br />COMPREHENSIVE PLAN UPDATE — SCHEDULE MEETING DATES <br />City staff reported on the ongoing progress of the 2008 Comprehensive Plan. Staff requested that <br />Council set two future meeting dates — August 23rd as a joint meeting with the Planting Commission and <br />September 6'h as a public open house to discuss land use and infrastructure. <br />Miron made motion, Petryk seconded, to schedule City Council meetings for August 23, 2007 and <br />September 6, 2007 at 7:00 pm, Hugo City Hall, to continue discussion of the 2008 Comprehensive Plan. <br />All aye. Motion Carried. <br />DISCUSSION OF PROPOSED IMPROVEMENTS TO ETHAN/EVERTON/120TH/122"D <br />Council member Petryk asked that this issue be placed on tonight's agenda to provide an update on the <br />proposed improvements to the above -referenced roadway. Dennis Dahlin presented a petition signed by <br />11 residents requesting continued discussion of improvements. Donna Engel, 12947 Ethan Avenue, <br />questioned assessments for split lots and City policy regarding deferred assessments. Dave Bowen was <br />troubled that this was an "added on" agenda item and he was informed that these discussions are very <br />
