City Council meeting of October 15, 2007 <br />Page 4 <br />reported that, in general, residents were interested in and supported the street reconstruction project, <br />which would include concrete curb and gutter, storm water improvements, sewer, and water <br />improvements. Council unanimously recommended that staff proceed with the feasibility study for the <br />2008 Road Reconstruction project in the Hugo Elementary School neighborhood. Adoption of the <br />Consent Agenda approved Resolution 2007-55 ordering the Feasibility Study for the 2008 Road <br />Reconstruction Project in the Hugo Elementary School neighborhood. <br />APPROVE CHARITABLE GAMBLING LICENSE FOR ST. JOHN'S CATHOLIC CHURCH <br />St. John the Baptist Catholic Church made application to the City of Hugo for approval of a charitable <br />gambling license to hold a turkey bingo on Saturday, November 17, 2007. City staff reviewed the <br />application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the <br />charitable gambling license for St. John the Baptist Church to hold a turkey bingo on November 17, <br />2007. <br />APPROVE SPECIFICATIONS AND AUTHORIZE STAFF TO ADVERTISE FOR BIDS FOR <br />NEW PUMPER TANKER TRUCK TO REPLACE A 1974 INTERNATIONAL PUMPER <br />TRUCK AND 1974 INTERNATIONAL TANKER TRUCK <br />Over the past several months, a fire truck committee made up of members of the Hugo Fire Department <br />has met to develop specifications for the construction of a new pumper tanker fire truck, which would <br />replace the old 1974 International pumper and 1974 International tanker fire trucks. City staff, along <br />with Council member Mike Granger met recently on two occasions with Committee members to review <br />the specifications and solicit feedback from fire truck manufacturers to ensure that all truck <br />manufacturers can bid on the truck. Staff is pleased to announce that it has received feedback from all <br />five truck manufacturers as to the specifications, which have been written to allow all to bid on the truck, <br />if they should so choose. At a meeting on October 11, 2007, City staff did present and receive approval <br />of specs from the fire truck committee to forward to Council for final approval and authorization to bid. <br />Fire Chief Jim Compton thanked committee members Chair Marty Schwartz and Jim Christianson for <br />their hard work in creating the specs for the truck. <br />Granger made motion, Petryk seconded, to approve the specifications for a new pumper tanker truck <br />replace the 1974 International pumper and 1974 International tanker fire trucks and authorize staff to <br />advertise for bids for a new pumper tanker truck <br />All aye. Motion Carried. <br />CONTINUATION OF PUBLIC HEARING TO CONSIDER REVISION TO CITY ORDINANCE <br />REGULATING DOGS <br />At its October 10, 2007 the Parks Commission had a discussion on the outcome from the public hearing <br />at the City Council meeting. There were four new speakers at the Parks Commission meeting in favor of <br />the revised dog ordinance. The Parks Commission passed a motion that a training collar can not be <br />substituted for the use of a leash and recommended approval with one member of the Commission <br />opposed. The Commission unanimously passed a motion that a time of day or when people are present <br />provision would be difficult to set and they did not feel that should be in the ordinance. The Commission <br />
