City Council meeting of October 15, 2007 <br />Page 5 <br />unanimously passed a motion to recommend that dogs be leashed when on public sidewalks and trails, as <br />well as in active City parks. Mayor Miron opened the public hearing to take additional public comment <br />on the proposed revision. Residents from Victor Gardens, Josh Berger, Mark Viker, Maggie Path, and <br />John Bixby all expressed their favor of the proposed ordinance amendment. Vickie Hagan, also a <br />resident of Victor Gardens, felt that the ordinance should state that dogs should be allowed in parks <br />except "when others are present". At present, the City has three "passive" parks where dogs are free to <br />run without a leash: Rice Lake Park; Water Tower #2 Park; and the 100 -Acre Park. The Parks <br />Commission is currently looking into creating a dog park within the City as part of the 2008 <br />Comprehensive Plan process. <br />Petryk made motion, Granger seconded, to adopt ORDINANCE 2007-412 AMENDING CHAPTER 30 <br />ENTITLED ANIMALS TO PLACE REQUIREMENTS ON LEASHING DOGS IN ACTIVE CITY <br />PARKS. <br />VOTING AYE: Granger, Petryk, Miron <br />Motion Carried. <br />Petryk made motion, Miron seconded, directing the Parks and Recreation Commission to look at specific <br />areas to develop into a dog park, including areas within active parks for fencing to allow dogs off leash. <br />All aye. Motion Carried. <br />DISCUSSION ON COMPREHENSIVE ECONOMIC DEVELOPMENT WEB POLICY WITH <br />WASHINGTON AND STATE OF MINNESOTA DEPT OF EMPLOYMENT AND ECONOMIC <br />DEVELOPMENT <br />At its September 17, 2007 meeting, the Hugo Economic Development Authority (EDA) listened to a <br />presentation from City staff regarding a new public policy project in which Washington County will be <br />participating. Specifically, Washington County is one of 11 counties, along with the three major cities <br />of Minneapolis, St. Paul, and Bloomington, who have agreed to partner with the Minnesota Department <br />of Employment and Economic Development to overhaul the State of Minnesota's DEED website and <br />connect it with 11 counties and three major cities to allow businesses an opportunity to obtain <br />information to assist in the location and relocation of businesses in the Twin Cities metro area. A <br />contract has been awarded to a vendor to develop a user-friendly website that allows for the economic <br />development opportunity that have been discussed for the past several years, since dissolution of the <br />Metro East Partnership, of which the City of Hugo was a member several years ago. This exciting news <br />was overwhelmingly received by the EDA commissioners, who have discussed this topic for the past <br />several years, and have directed staff to make modifications and changes to the City's website. City staff <br />included a PowerPoint presentation, which was presented and accepted by the 11 counties and three <br />major cities, of which Washington County has agreed to fund at no expense to the cities of Washington <br />County and the City of Hugo.
