Kendra requested feedback from the Council <br />on several policy issues that have been raised to date. Staff also requested that Council schedule a <br />November open house at which all residents would be allowed to attend and provide public comment on <br />the proposed draft 2008 City of Hugo Comprehensive Plan. Council member Petryk requested that <br />Council create a specific land use map category for the Oakshore Park area to prohibit higher density as <br />a result of the installation of City services in the development. Kendra explained this would be an <br />overlay district over the current zoning and that would be done as part of the 2008 Comprehensive Plan <br />planning process. <br />Miron made motion, Granger seconded, to schedule the next 2008 Comprehensive Plan Open House for <br />Thursday, November 15, 2007, at 7 pm, Hugo City Hall, and approve the draft Comprehensive Plan <br />chapters for distribution and public comment. <br />All aye. Motion Carried. <br />DISCUSSION ON SAC/WAC FEES AND EDA RECOMMENDATION <br />At its October 1, 2007 meeting, Council considered a recommendation from the Economic Development <br />Authority (EDA) regarding the City's SAC and WAC fees, and a request from a proposed business <br />wishing to construct a building in the City and their concern over the SAC and WAC fees. Council <br />agreed to allow the individual to present his case before the EDA at its meeting held on Monday, <br />October 15, 2007, after which a recommendation would be provided to Council later in the date. City <br />staff provided Council with a recommendation from the EDA regarding the City's SAC and WAC fees, <br />as well as a reconsideration of the fees which have been established for a business wishing to construct a <br />building in Hugo. Council agreed to accept the recommendation from the EDA and allow the business <br />owner to make a cash payment toward the SAC and WAC fees, with the balance to be assessed on the <br />property taxes. <br />Miron made motion, Granger seconded, to accept the recommendation from the EDA and direct the <br />Finance Director to review the current SAC/WAC fees for commercial and retail construction and <br />provide options for distribution and allocation of fees for funding the City's capital improvement <br />program (CIP). <br />All aye.
