City Council meeting of February 21, 2006 <br />Page 2 <br />as the City's Community Development intern, for a six-month internship at a rate of $10/hr, effective <br />February 22, 2006. <br />APPROVE PUBLICATION OF SUMMARY OF HOME OCCUPATION ORDINANCE <br />AMENDMENT <br />At its January 17, 2006 meeting, Council adopted the amendment to the home occupation ordinance <br />thereby creating new rules and regulations for residents with businesses in rural Hugo. Due to the length <br />of the new ordinance, City staff has prepared an executive summary, which would be published in the <br />City's official newspaper, White Bear Press, thereby meeting the City publication requirements. <br />Adoption of the Consent Agenda approved publishing of the executive summary for the home <br />occupation ordinance amendment. <br />APPROVE APPLICATION FOR PRELIMINARY PLAT APPROVAL AND SITE PLAN <br />APPROVAL FOR ONEKA LAKE TOWNHOMES (CROSS COUNTRY PROPERTIES) <br />Cross Country Properties, LLC is requesting approval of a preliminary plat and site plan approval to <br />allow development of the 6.7 -acre site with 30 townhomes. The Planning Commission reviewed this <br />item at its February 9t° meeting and voted unanimously to recommend approval of the request with some <br />revisions to the architecture. Adoption of the Consent Agenda approved Resolution 2006-4 approving <br />the preliminary plat and site plan for Oneka Lake Townhomes. <br />APPROVE RESOLUTION PROHIBITING PARKING ON 145TH STREET FROM 4 PM TO 6 <br />PM <br />On January 17, 2006, Council unanimously approved staff s recommendation to install no parking signs <br />on 145" Street during rush hour traffic, Monday through Friday. Staff forwarded a letter to the <br />Washington County engineer regarding this issue, and they have agreed to assist the City in its effort but <br />required an adopted City resolution for the County to take official action. Council member Puleo <br />requested that the resolution include the time of the no parking — 4pm to 6pm. <br />Adoption of the Consent Agenda approved Resolution 2006-5 PROHIBITING PARKING ON 145TH <br />STREET DURING RUSH HOUR TRAFFIC, FROM 4PM TO 6PM, MONDAY THROUGH FRIDAY. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />APPROVE AUTHORIZING EMPLOYEE DEFERRED COMPENSATION PROGRAM WITH <br />ING <br />City staff has met with representatives from ING, an employee deferred compensation program. This <br />program offers a higher level of service to employees as they plan for their future retirement. Two <br />meetings were held with City employees after which there was interest expressed by employees as to the <br />new program. Council member Haas expressed concern that employees would have to pay additional <br />costs associated with variable annuities. <br />
