City Council meeting of April 17, 2006 <br />Page 5 <br />DISCUSSION ON ILLEGAL BUSINESS LOCATED AT 14529 FOREST BOULEVARD <br />(INTERSTATE PAVEMENT MANAGEMENT) <br />City staff has been in discussion with the owner of the Southern Auto Sales building located on TH61 <br />and the street sweeping and lawn maintenance business located immediately behind the building, next to <br />Egg Lake. The business owner informed the City that they were allowed to open the business after a <br />meeting with former CD Director John Rask in 2002. Because of a complaint about the business, CD <br />Bryan Bear informed the property owner that the business is illegal and not allowed in the downtown <br />commercial business district. O.J. Reinhart, partner in the ownership of both businesses, requested an <br />opportunity to present his issue before Council. Council listened to his interpretation on how he and his <br />partner purchased the Southern Auto Sales business and cleaned up the site and opened the second <br />business called Interstate Pavement Management with permission from the City. Mr. Reinhart stated <br />that he is aware that the business is not allowed in the existing zoning district, and asked Council for <br />consideration to allow him time to phase out the illegal business. <br />Miron made motion, Haas seconded, directing staff to work with the property owner in an effort to bring <br />the property into compliance with the City's zoning ordinance, with a timeline not to exceed 18 months. <br />A transition plan should be drafted and presented to Council at its meeting of May 1, 2006. <br />All aye. Motion Carried. <br />SCHEDULE CITY ADMINISTRATOR'S ANNUAL PERFORMANCE REVIEW <br />On April 17, 2000, the City of Hugo hired Mike Ericson as its new City Administrator. Over the past six <br />years, Mike's performance has been reviewed by Council on an annual basis, using a standard <br />performance review written document and a formal sit down meeting with the administrator and City <br />Attorney in 2005. <br />Haas made motion, Granger seconded, to schedule a special City Council meeting for Monday, June 5, <br />2006, at 8:30 am, Hugo City Hall, to conduct the City Administrator's annual performance review. <br />All aye. Motion Carried. <br />DISCUSSION ON 129TH STREET FEASIBILITY STUDY <br />Miron made motion, Petryk seconded, to table this item to the end of the agenda because Jim Kellison <br />would be late. <br />All aye. Motion Carried. <br />At its March 13, 2006 meeting, City Engineer Jay Kennedy reviewed the estimated costs and preliminary <br />funding plan for the proposed 129d' Street project. As a result of discussion, City staff was directed to <br />provide additional information regarding options for funding the project. Jay provided a PowerPoint <br />presentation with a review of additional funding options. The project is dependent on funding from <br />prospective land developer Jim Kellison, and whether or not property owners to be assessed are in favor <br />of the project. <br />
