Adoption of the Consent Agenda <br />approved the annual performance review for CD Director Bryan Bear. <br />APPROVE ANNUAL PERFORMANCE REVIEW FOR BUILDING OFFICIAL JOHN <br />BENSON <br />John Benson was hired by the City as its building inspector on May 9, 1988. Over the past 18 years, <br />John has worked as the building inspector, and for the past several years as its building official, <br />overseeing the building department and code enforcement activities. John is thorough and committed, <br />providing excellent building inspection services for the City. John's department was successful in <br />providing building inspection services for over $131 million dollars in residential construction and $25 <br />million in commercial construction in 2005. John has a calm demeanor in dealing with residents who <br />contact the City about code enforcement issues. John is a loyal and valued member of the City Hall <br />team who has a good sense of humor. Adoption of the Consent Agenda approved the annual <br />performance review of Building Official John Benson. <br />APPROVE PUD, GENERAL PLAN, PRELIMINARY PLAT. FINAL PLAT, AND <br />DEVELOPMENT AGREEMENT FOR VICTOR GARDENS NORTH 3RD ADDITION <br />POA -Scherer, LLC requested approval of a PUD General Plan, Preliminary and Final Plat and <br />Development Agreement for Victor Gardens North 3rd Addition located north of County Road 8 and <br />east of Elmcrest Avenue. The plan consists of a Kwik Trip gas station with a car wash and one <br />commercial outlot on the 7.84 -acre site. The site is currently platted as Outlot A of the Victor Gardens <br />North Village PUD and was conceptually planned for commercial uses, but no approvals have been <br />granted for this site. The Planning Commission reviewed the preliminary plat and PUD general plan at <br />their April 13, 2006 meeting and unanimously to recommend approval of the request. Adoption of the <br />Consent Agenda approved Resolution 2006-19, 2006-20, and 2006-21 approving the preliminary plat, <br />PUD general plan, final plat and development agreement for Victor Gardens North 3rd Addition. <br />APPROVE APPLICATION FOR SOLICITOR'S LICENSE (MIKE GIOVINAZZO <br />INSURANCE AGENCY) <br />The City received an application for a Peddler's License from American Family Insurance agent Mike <br />Giovinazzo to allow the placement of advertising door hangers in Hugo. City staff reviewed the <br />application and found it to be satisfactorily complete. Council member Puleo questioned whether such a <br />permit was needed for placing door hangers in the City. <br />Puleo made motion, Haas seconded, to approve the application for a peddler's license for Mike <br />Giovinazzo to place advertising door hangers in the City. <br />All aye. Motion Carried. <br />
