City Council meeting of January 3, 2005 <br />Page 7 <br />MNDOT RESPONSE LETTER TO COOPERATIVE AGREEMENT APPLICATION FOR <br />TH61 AND 130TH STREET <br />In October 2004, City Engineer Jay Kennedy submitted a Cooperative Funding Application to MnDOT <br />for a traffic signal at TH61 and 13e Street. Transportation Engineer Chuck Rickert from WSB received <br />a comment letter from MnDOT, which outlines warrant issues and an analysis of the intersection. City <br />Engineer Jay Kennedy explained the response letter and discussed with Council the final and formal <br />response to the City's Cooperative Funding Application. No formal Council action was taken. <br />LETTER FROM MET COUNCIL CHAIR PETER BELL REGARDING SANITARY SEWER <br />CAPACITY <br />On Tuesday, December 14, 2004, Mayor Fran Miron, Council member Mike Granger, and City <br />Administrator Mike Ericson met with Metropolitan Council Chair Peter Bell, members of his staff, State <br />Representative Ray Vandeveer, and State Senator Michele Bachmann regarding the Met Council <br />Environmental Services (MCES) with the intention of providing future sanitary sewer capacity to the <br />City by 2007. Chairman Bell agreed to have a response the City by the end of the year or a letter, which <br />would map out the intentions of MCES in providing sanitary sewer capacity to the City by 2007 and <br />beyond. Council was not comfortable with the connections cited by the MCES and requested staff to <br />project development numbers. <br />Miron made motion, Puleo seconded, table this matter until the next regular meeting of January 24, <br />2005. <br />All aye. Motion Carried. <br />REVIEW COMMISSION APPOINTMENT POLICY <br />At its December 20, 2004 meeting, Council discussed the expiration of the terms of Planning <br />Commissioners Bob Rosenquist and Sandy Malaski. In accordance with a policy adopted by Council in <br />2002, staff is required to post notice of the expiration of terms two months in advance of the expiration <br />date. Council had significant discussion about this issue and was desirous of making a modification to <br />the policy, which specifies that Council "shall" review the performance of commissioners prior to the <br />expiration of their term. Staff prepared a revision to the policy whereby Council "may" review the <br />performance commissioners prior to expiration of their terms. <br />Miron made motion, Haas seconded, to table this matter to allow staff time to develop a policy that <br />better reflects City Council desires. <br />All aye. Motion Carried. <br />REQUEST FROM WASHINGTON COUNTY FOR ELECTED OFFICIAL TRAINING ON <br />LOCAL BOARD OF APPEAL & EQUALIZATION <br />Each year, the City holds its annual Board of Equalization meeting in the spring in order to allow <br />residents the opportunity to discuss the valuation of their property. This Board is attended by City <br />
