Mayor Miron felt that the City should approve the agreement as it provided <br />continuity with work previously done by Landform on the downtown plan. <br />Granger made motion, Petryk seconded, to approve the proposal from Landform to develop downtown <br />design guidelines, in the amount of $19,940. <br />All aye. Motion Carried. <br />APPROVE STAFF MEMO REGARDING SIDEWALK/TRAIL WINTER MAINTENANCE <br />Council member Puleo requested this matter be removed from the Consent Agenda for discussion. At <br />its February 7, 2005 meeting, Council discussed a request from a resident regarding snow removal on the <br />CRBA sidewalk. Council member Petryk brought this issue to Council in order to better understand the <br />City's position regarding snow removal during winter. PW Director Chris Petree prepared a staff memo, <br />which indicates that the public works department does not have the staff, or the equipment, to adequately <br />maintain City sidewalks and trails during the winter season. Council member Puleo stated that he had <br />been contacted by a resident regarding maintenance of a trail and felt that the City should identify those <br />trails that should be maintained. <br />Miron made motion, Petryk seconded, to accept staffs memo regarding sidewalk/trail winter <br />maintenance and direct staff to identify certain trails that should be maintained and associate <br />costs for discussion at 2006 budget time. <br />All aye. Motion Carried. <br />APPROVE AGREEMENT WITH WASHINGTON COUNTY FOR SEPTIC SYSTEM <br />INSPECTIONS <br />Council member Haas requested this matter be removed from the Consent Agenda for discussion. As <br />Council is aware, the Washington County Health Department provides septic system inspection services <br />for the City. The agreement with the county is set to expire and staff has received a two-year agreement <br />with the Washington County Health Department. Haas was interested in making sure that current <br />records were being maintained by the county. Washington County Commissioner Dennis Hegberg will <br />check on the process with the county to make sure that their reporting and recordkeeping is adequate. <br />Haas made motion, Granger seconded, to approve the new two-year agreement with the Washington <br />County Health Department for individual septic system inspection services. <br />All aye. Motion Carried. <br />UPDATE ON PARKLAND DEDICATION FEE SUBCOMMITTEE MEETING <br />On February 15, 2005, the Parkland Dedication Fee Subcommittee held its fourth meeting regarding the <br />park's department capital improvements program (CIP) in review and recommendation on a proposed <br />increase to the parkland dedication fee.
