City Council meeting of February 22, 2005 <br />Page 5 <br />projects over the next five years, with a focus on the smaller neighborhood parks. Committee members <br />discussed the proposed future developments in Hugo and proposed future fees, which still fall short of <br />the 2005-2009 CIP projects' list. Committee members also discussed the current parkland dedication <br />fee of $1,800 and a recommendation from the Parks Commission to increase it to $2,400. The full <br />committee was not in attendance, and City Administrator Mike Ericson stated that the committee will <br />continue to meet. <br />Miron made motion, Granger seconded, to table this matter to allow for a meeting of the full committee <br />and submittal of a rational justification for any increase in the parkland dedication fee. <br />All aye. Motion Carried. <br />UPDATE ON MCES OPEN HOUSE HELD ON FEBRUARY 16, 2005 <br />At its February 7, 2005 meeting, Council agreed to schedule a public meeting on Wednesday, February <br />16, 2005 in order to allow Council attendance at the WBL City Hall, where the Metropolitan Council <br />Environmental Services held an open house regarding lift station and sanitary sewer improvements <br />proposed for 2005. CD Director Bryan Bear provided a brief update for Council. <br />APPROVE COOPERATIVE AGREEMENT WITH RCWD FOR MINOR MAINTENANCE OF <br />JD2 <br />At its joint meeting with the RCWD on January 14, 2005, Council accepted the compromise agreement <br />with RCWD for minor maintenance of JD2 for the next 18 months. Staff was directed to prepare a <br />Cooperative Agreement outlining the stipulations of agreement and that Agreement has been drafted for <br />review by Council. City Attorney Dave Snyder recommended Council not finalize the agreement to <br />allow City observance of the ditch during the spring thaw. <br />Miron made motion, Haas seconded, directing staff to continue to work on the agreement for JD2 with <br />the RCWD. <br />All aye. Motion Carried. <br />APPROVE CITY ATTORNEY TO FINALIZE PURCHASE AGREEMENT WITH <br />CATHERINE AND MIKE ANDERSON FOR OLD ANTIQUE STORE <br />Mayor Fran Miron, Council member Mike Granger, and City staff met recently with Catherine and Mike <br />Anderson, owners of Carpenter's, regarding the proposed purchase of the old antique store. The <br />Andersons had received a Purchase Agreement for the sale of their restaurant and old antique store and <br />agreed to meet with City officials to discuss it. They still would like to construct a new restaurant on the <br />site, as well as sell the old antique store to the City. Since they have the store under a contract for deed <br />purchase agreement, City staff sought direction from Council as to professional services from City <br />Attorney Dave Snyder to review and/or make recommendation to Council regarding an "out clause" to <br />allow the sale to the City. <br />Granger made motion, Haas seconded, directing the City Attorney to finalize the Purchase Agreement <br />
