City Council meeting of March 7, 2005 <br />Page 4 <br />APPROVE SUBMITTAL OF FEMA GRANT APPLICATION FOR 1800MHZ. RADIOS <br />Fire Chief Jim Compton and Assistant Chief Jason 011ila requested approval to submit a grant <br />application to FEMA for the purchase of 1800mhz. radios. The switch to 1800 MHz radios is currently <br />mandated for all metro counties, and would allow the HFD to communicate with other agencies on <br />mutual aid activities. The grant award, if successful would be a matching grant. Adoption of the <br />Consent Agenda approves the HFD submittal of a FEMA grant application for 1800 MHz. radios. <br />APPROVE AWARD OF BID FOR SALE OF 1986 RESCUE TRUCK FOR HFD <br />At its February 7, 2005 meeting, Council directed staff to advertise for the sale of the 1986 rescue truck <br />for the HFD. Bids were received and opened on Monday, February 28, 2005 at 1:00 pm, with two bids <br />received. Staff reviewed both bids for completion and validity. The FHT Company LLC submitted the <br />highest bid of $1,530. Resident Kurt Grainger requested this item be removed for discussion and Mayor <br />Miron agreed. <br />After discussion, Haas made motion, Puleo seconded, to approve the donation of the rescue truck to the <br />City of Luverne, Iowa. <br />Haas made motion, Miron seconded to amend the main motion to reject all bids and approve the <br />donation of rescue truck to the City of Luverne Fire Department, upon receipt of a formal request. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />VOTE ON ORIGINAL MOTION: All aye. Motion Carried. <br />APPROVE AWARD OF BID FOR SALE OF 15 SCOTT SCBA UNITS FOR HFD <br />At its February 7, 2005 meeting, Council directed staff to advertise for the sale of 25 Scott SCBA units, <br />which have been replaced under the FEMA with new air tanks. The HFD set a minimum bid of $200 <br />per tank and was successful in receiving bids in that amount. <br />Miron made motion, Puleo seconded, to approve the sale of 11 Scott SCBA units to the Sandy Ridge <br />FD, South Carolina, and four units to the Luverne Iowa FD, as described by Fire Chief Compton, and to <br />direct staff to prepare necessary work to direct money to Finance Director for use in purchasing new <br />tanks. <br />All aye. Motion Carried. <br />APPROVE ORDINANCE INCREASING PARK DEDICATION FEE <br />At its February 22, 2005 meeting, Council discussed the work of the Park Dedication Fund <br />Subcommittee and its review of the City's current park dedication fee of $1,800. Council agreed that <br />significant research and analysis had been done regarding the proposed increase to $2,400. Upon a <br />recommendation from the Parks Commission, City staff has prepared an ordinance reflecting an increase <br />in the park dedication fee to $2,400, which will be the first increase since 2001. <br />
