City Council meeting of March 7, 2005 <br />Page 5 <br />Council expressed desire to further discuss the parkland dedication fee for commercial property. <br />Haas made motion, Petryk seconded to approve ORDINANCE 2005-396 AUTHORIZING <br />ESTABLISHMENT OF FEES, RATES AND CHARGES FOR YEAR 2005, including the increase in <br />the parkland dedication fee of $2,400 for residential and commercial property. <br />VOTING AYE: Puleo, Miron, Petryk, Haas <br />Motion Carried. <br />APPROVE GRANT APPLICATION TO MNDNR FOR OUTDOOR RECREATION GRANT <br />FOR DIAMOND POINT EAST PARK <br />At its February 9, 2005 meeting, the Parks Commission voted to submit a grant application to the <br />MnDNR for an Outdoor Recreation Grant for Diamond Point Park. As part of the grant application <br />process, Council must hold a public hearing in order to take public comment on the proposed park <br />improvements and adopt a resolution. PW Director Petree provided the Council with a PowerPoint <br />presentation and an overview of the park and the grant application. Petree stated that Diamond Point <br />Park is approximately 13 acres in size and will have the following amenities: a hockey rink with a <br />bituminous surface for inline skating in the summer; a warming house facility; an active play structure; a <br />pleasure skating rink; trail connections to regional trails; and 20 parking spaces. Petree stated that the <br />implementation schedule for the site as follows: the DNR will award grants in June of 2005, and the <br />park will be constructed in the spring of 2006. Petree stated that the overall cost of the park would be <br />$380,000, with half of the funding coming from the DNR grant, and half coming from park dedication <br />fees. No residents would be assessed for the cost of the park. PW Director Petree also stated that the <br />annual maintenance costs of the site would be $22,000. <br />Mayor Miron opened the public hearing, and Parks Commissioner Tom Weidt stated that he has been <br />approached by a number of hockey parents inquiring about the loss of the Hugo Elementary rink, and <br />that the Diamond Point Park would be a great addition to the City Park plan. There were no other <br />written or oral comments and the public hearing was closed by Mayor Miron. <br />Haas made motion, seconded by Puleo to approve RESOLUTION 2005-7 SUPPORTING THE <br />DIAMOND POINT PARK DNR OUTDOOR RECREATION GRANT APPLICATION. <br />VOTING AYE: Puleo, Miron, Petryk, Haas <br />Motion Carried. <br />STORM WATER POLLUTION PREVENTION PROGRAM <br />As part of the state and federal requirements to improve cleanup of lakes and rivers in the City, Council <br />must hold a public hearing in order to allow staff to outline the activities that the City has engaged in as <br />a result of implementing the storm water pollution prevention program. PW Director Chris Petree and <br />Senior Engineering Technician Scott Anderson delivered a short Power Point presentation and provided <br />Council with an overview of their activities to date. Mayor Miron opened the public hearing and <br />resident Adam Muller stated that the City Council needed to explain some of the terms used, and needed <br />to use fewer acronyms. There were no other written or oral comments. <br />
