City Council meeting of April 4, 2005 <br />Page 6 <br />Miron made motion, Haas seconded, that the Hugo City Council remains neutral in its position on <br />proposed legislation for 10 -year equipment certificates. <br />All aye. Motion Carried. <br />Council had no problem with the Fire Chief testifying further on this matter as long as he maintains the <br />Council's neutrality on the issue. <br />APPROVE FINAL REVISION TO NEW RURAL PRESERVATION & OPEN SPACE <br />ORDINANCE <br />At its March 21, 2005 meeting, Council discussed the revised rural preservation and open space <br />ordinance, which had been recommended for approval by the Planning Commission at its March 10, <br />2005 meeting. After further discussion, Council agreed to table final approval of the proposed <br />ordinance to allow final revisions, which CD Director Bryan Bear made and provided them in red line <br />to Council. Mayor Miron requested that #9 be added to Subd. 6, referencing off site improvements. <br />Haas made motion, Puleo seconded, to adopt ORDINANCE 2005-397 ADOPTING THE RURAL <br />PRESERVATION PROGRAM. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />DISCUSSION OF PAVEMENT MANAGEMENT PROGRAM <br />At its annual goal setting meeting on January 25, 2005, Council included the implementation of the <br />City's pavement management program as one of its top 10 goals for 2005. City Engineer Jay Kennedy, <br />Senior Engineering Technician Scott Anderson, PW Director Chris Petree, and Finance Director Ron <br />Otkin have worked to develop a plan whereby the City would proceed to reconstruct old and <br />deteriorating City streets. Jay provided Council with a PowerPoint presentation on the City's pavement <br />management program. Council thanked staff for the excellent presentation and stated that this matter <br />will be reviewed in depth at budget time. <br />Miron made motion, Petryk seconded, directing staff to follow procedures and timeline as suggested in <br />the PowerPoint presentation. <br />All aye. Motion Carried. <br />AUTHORIZE ADVERTISEMENT OF BID FOR 2005 SEAL COATING AND CRACK <br />FILLING PROJECTS <br />Each year, the City of Hugo seal coats and crack fills a portion of its bituminous roads. The City of <br />Hugo has been following a 5 -year seal coating and crack filling plan for all of its bituminous roads that <br />qualify for this level of maintenance. PW Director Chris Petree sought direction from Council on its <br />desire to continue the repair of 165'' Street, east of TH61, when it should be reconstructed. Because <br />Washington County will be making repairs to CR4, with traffic diverting to 165'' Street, Council <br />
