Council member Puleo suggested <br />the City bid language allow some flexibility when awarding the bid. <br />Haas made motion, Granger seconded, directing staff to rebid the project with corrected specifications <br />and authorize staff to award the bid to the lowest bidder under $10,638.29. <br />All aye. Motion Carried. <br />APPROVE FINAL PLAT AND DEVELOPMENT AGREEMENT FOR VICTOR GARDENS <br />NORTH VILLAGE <br />More than three years ago, City staff met with representatives from Festival Foods to discuss their <br />interest in locating a new grocery store in Hugo. Location was a key issue to the owners. Ultimately, the <br />decision was made to locate the store on the north side CR8, across from the Victor Gardens <br />subdivision. City staff has met for many months to develop and finalize a plat that meets all the City's <br />plans for the Everton/Elmcrest neighborhood, as well as the need to establish an anchor retail <br />development north of CR8. Staff is pleased to report the final design layout for the new grocery store <br />was successful. Developer Len Pratt and United Properties had the preliminary plat approved by <br />Council at its meeting of February 22, 2005. CD Director Bryan Bear provided Council with a Power <br />Point presentation reviewing the project site plan and landscaping plan. Festival Foods owners, sisters <br />Marie Artune and Laurie Youngquist, provided Council with a history of their business, as well as <br />pictures of their Andover facility, and stated that the Hugo store will employ approximately 150 people. <br />Mayor Miron expressed the City's pleasure at the prospect of their store opening in the City of Hugo. <br />Granger made motion, Puleo seconded, to adopt RESOLUTION 2006-27 APPROVING THE FINAL <br />PLAT AND DEVELOPMENT AGREEMENT FOR VICTOR GARDENS NORTH VILLAGE. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />Staff was directed to schedule a joint Council/EDA meeting to visit the Festival Food store located in <br />Vadnais Heights. <br />REVIEW APRIL 26.2005 MEETING WITH OAKSHORE PARK ASSOCIATION OFFICERS <br />At its April 18, 2005 meeting, Council was provided with an update from staff regarding negotiations <br />with the Oakshore Park Association for purchase of their 10 -acre private park. After discussion, Council <br />agreed to meet with OPA president Nick Steckhahn and officers in an effort to determine the <br />association's intent to sell the land to developers for parkland or still entertain an offer from the City. <br />On Tuesday, April 26, 2005, City staff, Mayor Miron, and Council member Puleo met with the five <br />officers from the OPA. The meeting was fruitful and Mayor Miron agreed to bring back to the full <br />Council a need to direct the City Engineer to revise the 1998 feasibility study for the public <br />improvements in Oakshore Park. <br />Miron made motion, Haas seconded, directing staff to revise the cost estimates for the engineering <br />feasibility study for public improvements in the Oakshore Park neighborhood and to direct the same <br />
