City Council meeting of May 16, 2005 <br />Page 5 <br />Miron made motion, Haas seconded, to award the crack filling project to the low bid of $4,508 from <br />Bergmann Companies and the seal coating project to the low bid of $27,542 from Allied Blacktop. <br />All aye. Motion Carried. <br />Council then discussed the elevation of a culvert to be installed adjacent to Horseshoe Lake. <br />Puleo made motion, Haas seconded, directing staff to investigate the Horseshoe Lake culvert elevation <br />and report finding to Council. <br />All aye. Motion Carried. <br />REVIEW MAY Sf MEETING WITH OAKSHORE PARK ASSOCIATION REGARDING <br />PARK PURCHASE <br />At its April 18, 2005 meeting, Council was provided with an update from staff regarding negotiations <br />with the Oakshore Park Association for purchase of their 10 -acre private park. After discussion, Council <br />agreed to meet with OPA president Nick Steckhahn and officers in an effort to determine the <br />association's intent to sell the land to developers for parkland or still entertain an offer from the City. <br />On Tuesday, April 26, 2005, City staff, Mayor Miron, and Council member Puleo met with the five <br />officers from the OPA. The meeting was fruitful and Mayor Miron agreed to bring back to the full <br />Council a need to direct the City Engineer to revise the 1998 feasibility study for the public <br />improvements in Oakshore Park. At its May 2, 2005 meeting, Council directed staff to provide updated <br />cost estimates to the 1998 feasibility study, which were presented to the OPA on May 5, 2005. The OPA <br />board members have scheduled a meeting with association membership for June 8, 2005 to discuss terms <br />for a possible transfer of ownership of the parkland tract to the City. City Attorney Dave Snyder advised <br />Council that a public notice would be required should a quorum of the Council attend this meeting. <br />Mayor Miron suggested that Council and all City commissions attend a workshop to discuss the law as it <br />pertains to the open meeting law and conflict of interest. <br />Miron made motion, Puleo seconded, directing staff to schedule a Council workshop, along with City <br />commissions, to discuss the open meeting law and conflict of interest. <br />All aye. Staff sent letters to clubs, groups, and organizations, as well advertised in both the <br />
