City Council meeting of August 1, 2005 Page 5 MINOR SUBDIVISION/CUP FOR ACCESSORY BUILDING AT 16675 HENNA AVENUE NORTH (LEIBEL) Curt Leibel,16675 Henna Avenue North, has applied for a minor subdivision to create two lots on a 20 -acre parcel located at 16675 Henna Avenue North and a conditional use permit to allow an accessory structure to remain on a ten -acre parcel without a principal structure. The Planning Commission considered the application at its meeting on July 14, 2005 and unanimously approved the request. Miron made motion, Granger seconded, to adopt RESOLUTION 2005-44 APPROVING A MINOR SUBDIVISION AND CONDITIONAL USE PERMIT FOR CURT LEIBEL AT 16675 HENNA AVENUE NORTH. Council member Frank Puleo questioned previous complaints about mining activities on the property. Miron made motion, Puleo seconded, to amend the previous motion include an additional condition stating that no mining of material will be allowed on the site. Miron made motion, Petryk seconded, to table this matter until later in the meeting. All aye. Motion Carried. MNDNR OUTDOOR RECREATION GRANT APPLICATION This spring, Council directed staff to make application to the MNDNR for an Outdoor Recreation Grant in order to construct a hockey rink and other site improvements at the Diamond Point East residential development. PW Director Chris Petree worked with the Parks Commission to complete the application and submit it on behalf of the City. City staff has received notification from the DNR that its grant application was unsuccessful. There were a total of 86 applications submitted and only 14 projects were funded. Although the City's application was complete and thorough, DNR staff informed the City that new development park projects are not a high priority and redevelopment and acquisition projects typically receive the funding. City staff requested direction from Council as to identifying alternative funding sources for construction of a hockey rink and park at Diamond Point East. Miron made motion, Granger seconded, to refer this matter to the Parks Commission for additional discussion regarding funding and other available options and report to City Council Miron made motion, Granger seconded, to amend the previous motion that the matter be referred to the Park Dedication Fund Subcommittee for discussion.
