City Council meeting of August 1, 2005 <br />Page 5 <br />MINOR SUBDIVISION/CUP FOR ACCESSORY BUILDING AT 16675 HENNA AVENUE <br />NORTH (LEIBEL) <br />Curt Leibel,16675 Henna Avenue North, has applied for a minor subdivision to create two lots on a 20 -acre <br />parcel located at 16675 Henna Avenue North and a conditional use permit to allow an accessory structure to <br />remain on a ten -acre parcel without a principal structure. The Planning Commission considered the <br />application at its meeting on July 14, 2005 and unanimously approved the request. <br />Miron made motion, Granger seconded, to adopt RESOLUTION 2005-44 APPROVING A MINOR <br />SUBDIVISION AND CONDITIONAL USE PERMIT FOR CURT LEIBEL AT 16675 HENNA <br />AVENUE NORTH. <br />Council member Frank Puleo questioned previous complaints about mining activities on the property. <br />Miron made motion, Puleo seconded, to amend the previous motion include an additional condition <br />stating that no mining of material will be allowed on the site. <br />Miron made motion, Petryk seconded, to table this matter until later in the meeting. <br />All aye. Motion Carried. <br />MNDNR OUTDOOR RECREATION GRANT APPLICATION <br />This spring, Council directed staff to make application to the MNDNR for an Outdoor Recreation Grant <br />in order to construct a hockey rink and other site improvements at the Diamond Point East residential <br />development. PW Director Chris Petree worked with the Parks Commission to complete the application <br />and submit it on behalf of the City. City staff has received notification from the DNR that its grant <br />application was unsuccessful. There were a total of 86 applications submitted and only 14 projects were <br />funded. Although the City's application was complete and thorough, DNR staff informed the City that <br />new development park projects are not a high priority and redevelopment and acquisition projects <br />typically receive the funding. City staff requested direction from Council as to identifying alternative <br />funding sources for construction of a hockey rink and park at Diamond Point East. <br />Miron made motion, Granger seconded, to refer this matter to the Parks Commission for additional <br />discussion regarding funding and other available options and report to City Council <br />Miron made motion, Granger seconded, to amend the previous motion that the matter be referred to the <br />Park Dedication Fund Subcommittee for discussion. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />SCHEDULE MID -YEAR BUDGET REVIEW WORKSHOP <br />Granger made motion, Petryk seconded, to schedule a mid -year budget review workshop for Wednesday, <br />August 31, 2005, Hugo City Hall, at 9:00 am. <br />All aye. Motion Carried. <br />
