Consistent with Washington County policy, and past practice, the City
and County need to enter into a Signal Maintenance Agreement that outlines each agency's
responsibilities. As outlined in the agreement, Washington County would be responsible for the
maintenance of the traffic signal (including luminaries), and the emergency vehicle preemption (EVP)
system. The City would be responsible for electrical power to operate the signal, and maintenance of the
street lights to be constructed along with the signal. Adoption of the Consent Agenda approved the
Traffic Signal Maintenance Agreement with Washington County for CSAH 8/Victor Hugo Boulevard.
PLAN APPROVAL RESOLUTION FOR CSAH 8/14 PROJECT
The plans and specifications for the CSAH 8/14 project have been completed. City staff, County staff,
and MnDOT have reviewed the plans and specifications, and they are ready to move forward to the
bidding phase. The City Council needs to adopt a resolution approving the plans and specifications, so
that the Federal funds can be released for the project. Adoption of the Consent Agenda adopted
Resolution 2005-45 approving the plans and specifications for the project.
APPROVE RESOLUTION RELATING TO PARKING RESTRICTIONS ON CSAH 8/14
CSAH 8, as proposed, is not designed with adequate width to allow for parking on the roadway between
the west City limits and Highway 61, based on MnDOT State -Aid standards. With this in mind, parking
will need to be prohibited in its entirety along the entire length of the roadway within Hugo. This needs
to be formalized through the passage of a resolution by the City Council. Adoption of the Consent
Agenda adopted Resolution 2005-46 prohibiting parking on CSAH 8 between the west City limits and
Highway 61.
